FAYETTE TOWN COUNCIL MEETING MINUTES
THURSDAY OCTOBER 3, 2024
LOCATED AT FAYETTE TOWN HALL AT 7PM

CALL TO ORDER: 7:04PM
ROLL CALL: Jed Bartholomew, Mayor, Bryan Lyman, Melissa Mellor, Rusty Jones (on the Phone)
PRAYER: Melissa
1) REVIEW MINUTES: Bryan made the motion to accept the Minutes. Melissa seconded the motion. The motion passed.
2) REVIEW EXPENDITURES: Melissa made the motion to accept the Expenditures. Bryan seconded the motion. The motion passed.
3) BUSINESS LICENSE FOR OMAR SILVEIRA: The Council wanted to talk more to Omar, so we will address this item next month.
4) CIB LOAN FOR GENERATOR (LET CITIZEN'S KNOW WHAT WE ARE DOING WITH THE LOAN): We have applied for a loan to buy a generator for the Town. It would be used when the power goes out at the Spring. Also we have asked for help in finding the water valves so we can mark them so if we need to shut off water we know where they are located. Full funding is $90,000. We are hoping for a full Grant but we could help if we need too. Jones and DeMill are helping us in this process. There weren't many Citizen's to comment on this Project, but those that were here were commenting and asking questions.
Why do we need a generator? This is part of getting the Town ready for anything that might be coming our way-Emergency Preparedness.
5) PROBLEM WITH RENTING TOWN HALL: We have been having some problems with people that rent this building for parties. Noise, Clean-up, and how late they go. The Council wants to put a Curfew at 10PM for 4 months and then we will check back after that time and see how it is going. The renters need to sign a paper telling them the rules. ( The Clerk hasn't done that lately, so she will start the process again.) Bryan made the motion to put a curfew at 10PM on the rental of the building. Melissa seconded the motion. The motion passed.
6) POSSIBLE RETIREMENT FOR MAYOR: The Mayor is thinking of retiring from his job. Depending when that happens he might not be able to put so much time into the Town like he has been doing. He wanted to let us know his situation.
7) WATER REPORT: Jordan had to do the yearly tests for the Town's water system, for Chem Tech in Sandy. There is another one due on the 16th of October, but the Mayor is helping work on that. Jordan is going to take the Certification test this month. Brad is working out great with helping Jordan and he is taking the courses online.
8) P&Z REPORT: The Mayor let them know that they need to put together a Sub-division ordinance.
CITIZEN'S CONCERNS: Diana Lockwood asked if she and her home school Mom's could use the building on Monday's from 10-1am. We said that we could let them do it for now and we will get them a price next month when we can put it on the Agenda.
We need to talk about the Christmas Dinner for the Town in December. Also the 24th of July is our responsibility this year.
The Cemetery project is put together and Brandon has done a Great job.
