NOTICE OF REQUEST FOR STATEMENT OF QUALIFICATIONS

The North Utah County Water Conservancy District ('District') is soliciting Statements
of Qualifications (SOQ's') from qualified professional engineering firms to provide the
following services:
Evaluation of 1) Security Systems (lighting and cameras); 2) Supervisory Control and
Data Acquisition (SCADA) systems; and 3) Maintenance Building for District facilities
including Silver Lake Flat, Tibble Fork, Dry Creek, Grove Creek, and Battle Creek
Dams.
These dams are located in north Utah County, Utah. Silver Lake Flat and Tibble Fork
reservoirs are located in American Fork Canyon. Battle Creek and Grove Creek Debris Basins
are in Pleasant Grove, Utah and Dry Creek Debris Basin is located in Highland and Lehi, Utah.
The District has recently completed the rehabilitation of these five (5) dams to meet
current NRCS and Utah State dam safety standards and to extend their useful life.
The District plans on retaining a qualified engineering firm to assist the District with the
evaluation and recommendation of safety and security systems for their facilities. These systems
may include security cameras, exterior lighting, and access hardware. The project will also
include evaluation and recommendation for a SCADA system for remote data acquisition and
control of District facilities. In addition, the evaluation should include recommendations for data
storage including the possibility of construction of a District Office and/or Maintenance
Building. The location of the Office/Maintenance Building which is anticipated to be at one of
the dam sites will also need to be included in the evaluation including a recommendation of the
size, type, and features of the building.
Negotiations will commence with the top ranked firm per this RFQ. If the District is
unable to negotiate an agreement with an appropriate budget and schedule with that firm, the
District will proceed to negotiations with the second highest ranked firm, and so forth until a
firm is selected. Following the evaluation phase of the work the District may issue a work order
for the design of the recommended security and SCADA systems and Maintenance Building.
Previous performance will be a key factor in issuing these additional work orders. Future work
orders will also be negotiated based on acceptable budgets and schedules. The District reserves
the right to terminate the services of the engineer providing the evaluations and award the design
to another firm if the District determines that it would be in the best interest of the District.

an addendum with responses will be prepared and distributed to the emailing list. If your firm
desires to be added to the emailing list, please notify John at the same email address above. Only

those firms on the mailing list will be considered.
The SOQ's will be due by February 11, 2025 at 3:00 p.m. A subcommittee of the
District will evaluate the SOQ's and begin negotiations with the top ranked firm. It is
anticipated that the highest-ranking firm will be selected at the District's Board Meeting on
February 20, 2025. After that date the District will engage in negotiations for costs and
schedule with the selected firm. If the District and the selected firm cannot reach a reasonable
agreement, then the District will terminate relations with the selected firm and proceed to
negotiate with the second highest ranked firm. This process will continue until a firm is selected
in order of the ranking.
The District reserves the right to reject all SOQ's. The District also reserves the right to
waive any irregularity, informality, or technicality in the SOQ if such is in the best interests of
the District.
