Description/Agenda
Minutes of Regular Town Board Meeting Held November 21, 2024 The meeting was held at the Oak City Town Hall beginning at 7:30 p.m. in the Conference Room. The following were in attendance: TOWN OFFICIALS Mayor Shim Callister Council Member Dave Steele Council Member Tom Nielson Council Member Copeland Anderson Council Member Jared Rawlinson-Absent Town Clerk Karen K. Lovell Town Recorder Angie Dewsnup OTHERS None The following agenda items were considered: A. Invocation. The invocation was given by Copeland. B. Adopt Agenda. Dave reported that Agenda Item D, the Zoom presentation, was going to have to start a little later. Therefore, this item was postponed until the presenter, Jackie Coombs, was able to get the Zoom Meeting set up. Dave moved, seconded by Copeland, to adopt the Agenda as amended. Mayor Callister-Aye. Tom-Aye. Copeland-Aye. Dave-Aye. Jared-Absent. C. Adopt Minutes of Town Board Regular Meeting held October 17, 2024. Dave moved, second by Tom, to adopt the Minutes as written. Roll Call Vote: Mayor Callister-Aye. Dave--Aye. Tom-Aye. Copeland-Aye. Jared-Absent. D. Zoom Presentation: Utah Associated Municipal Power Systems (UAMPS) Natural Gas Projects and Power Sales Contracts-Jackie Coombs, UAMPS. Jackie was not available until 8:00 p.m. Jackie discussed the two proposed power sales contracts. The Millard County Power Sales Contract and the Power County Power Sales Contract in Idaho. She went through these in detail and answered questions. She explained that there is no way to terminate the projects unless 75% of all the participants vote to do so. She felt that the costs of the Projects would be very competitive. She stated that participants would be penalized if they don't cover their load plus 15% so it will be important to cover the loads. Dave explained that even after all the years he has been over the Town's Power Department, it is still hard to understand all that is involved. He explained that the Town will need to be replacing the Hunter II Power very soon and these projects could help with that. Dave asked about some alternate solar projects, how fast will they come on? Jackie explained that the one Project might need upgrades to facilities and won't be worth participating in if that is true. The other Project will take about a year or so. Dave asked Jackie if UAMPS is going to start running into transmission line problems? Will UAMPS eventually have to build transmission line as that it very expensive? Jackie felt that UAMPS would not want to get involved in building transmission lines. This ended the Zoom presentation but Jackie stayed connected on the Zoom line as Agenda items E. and F. were discussed. E. Discuss and Possibly Adopt 2024-04: A Resolution Authorizing and Approving the Millard County Power Project Power Sales Contract with Utah Associated Municipal Power Systems; and Related Matters. Dave recommended pursuing this power. This would help fill in the resources as needed. This power will cost a little more. The Contract is a 77-page document but is pretty standard language. The Town's attorney has basically gone through it. There is nothing substantially different from the Town's current power contracts. Tom asked Dave if it was correct that the Town would still need to pay for this power even if the Town doesn't use it, and Dave stated that was true. The Idaho Power Project should eventually replace the Hunter II resource. The Mayor wondered when UAMPS would know if there is enough participation to go through with the Project. Jackie stated that there are only six more municipalities that need to join so they are pretty positive it will happen. Dave suggested just adopting both Resolution 2024-04 and 2024-05 together. The Council agreed. Dave moved, seconded by Town, to adopt the two Resolutions. Roll Call Vote: Mayor Callister-Aye. Dave-Aye. Copeland-Aye. Tom-Aye. Jared-Absent. The Mayor and Angie signed all copies of each Resolution at this time. Dave explained that the Town had asked the Town Attorney to give an opinion on each of the Contracts but the Attorney had asked Mr. Johnson to do the opinion letters. Dave gave these letters to the Mayor at this time. F. Discuss and Possibly Adopt Resolution 2024-05; A Resolution Authorizing and Approving the Power County Power Project Power Sales Contract with Utah Associated Municipal Power Systems; and Related Matters. This had already been adopted along with Agenda Item E. G. Discuss Ordinance 2024-02, Town of Oak City Code-Updated Subdivision Ordinance. The Mayor had sent updated copies to the Council Members. The Planning and Zoning Commission had a Public Hearing on this Ordinance scheduled for last night but there was not a quorum present so this will need to be held in December and then the Town Council will need to hold a Public Hearing on it also. The State is helping the Town with putting this together and will pay for the entire cost to do the Ordinance if it is done according to time-line requirements. The State is trying to get all municipalities on board with getting these adopted. The Town Board has nothing to do with the Ordinance until the Planning and Zoning has their Public Hearing and makes a recommendation, on the Ordinance, to the Council. The Mayor went through a few items in the Ordinance. Town Attorney, Greg Greathouse, recommended the Zones Titles in the Ordinance and the Town Code be changed to better match lot sizes in the Zone. However; after going over it with Daniel Jenson from Jones and DeMille, the Mayor thought the Town's Code was probably okay as it is. The Mayor talked to Daniel about an impact fee for roads. Will be looking into this. Another thing the Mayor asked him about was how to set up an application or check list. Daniel will send the Town the necessary application and checklist documents. H. Mandatory Review of Ordinance 2023-02, Compensation of Statutory Officers and General Employees of the Town of Oak City. Dave had looked through the Ordinance, prior to the meeting, and compiled a report on what the current compensations are. He reported that the Social Security Administration gave a 2.5% increase for 2025. If the Town Clerk and Town Treasurer positions were given a 2.5% increase, it would increase their wages by about $300.00 per year. This could be totally appropriate as new requirements are being added quickly. The Mayor believes that Hinckley Town pays their Treasurer and Clerk about $20/hour. He suggested raising the Treasurer and Clerk Positions by 3.5% or about $400.00 per year. The Meter Reader compensation was discussed. They haven't had a raise for five years. However, the meter readers are currently getting paid more per hour than Ben Nielson, Oak City Town Public Works Specialist. Tom felt like if they are reading more meters than last year, they should get paid for doing the extra meters. Dave suggested deciding on an amount per meter and then times that by the number of new meters. Tom suggested going back to 2020 and counting all the extra meters and times that by four. After much discussion, the Council felt to go with 0.90c per meter, for both the water and power departments, and pay per meter. The Council felt to raise the Public Works Specialist position to $25.00 per hour. The Mayor thanked Dave for putting the presentation together. I. Discuss Changing Zoning Titles to Reflect the Actual Minimum Lot Size in Each Zone. This item had already been discussed along with Agenda Item G. J. Discuss the Town Christmas Program. Corinne Anderson will be doing the Program and Copeland believes a Santa is lined up. The candy, sacks, and peanuts are all ordered. K. Public Comment. There was no public comment. L. Monthly Financial Report. This Agenda Item was discussed after Agenda Item C. The Financial Report was Read and Approved by Board Action. Angie reported that the Town has to do a full-on audit this year so the current report is not entirely ready yet. Moved some monies from checking to savings and will try to do this quarterly from now on. Will probably need to do a full audit every year now. The telephone billing has been a little more than promised and has been billed weird. Shim will be looking into this. M. Departmental Reports. Copeland Anderson. Got the heating system in. MaLyssa Hart, from Copland's place of employment, might be able to help with obtaining a grant for trees. Copeland never received any bids for the shingling project so he will continue to look into this. Tom Nielson. The Well has been put back together. Got a new PVC line going into the Well. They welded a two-inch pipe into the Well so can hook up a valve. Will hook this up and get the SCADA stuff all installed. James, Jones and DeMille, came over and looked at the Well and it is almost ready for the aquifer recharge. Getting the meters, up at the tanks, in. Will have to repair a two-inch valve at the Park. Dave Steele. October-18: At about 6:05 a.m. there was an outage on the East Branch Circuit on 100 North (Section Fuse blown at 100 West). Heavy snow caused a large tree limb to fall on a South lateral line on 100 East. This exerted a pulling force against the north lateral line, shearing off an older pole at the base. A street light and two service connections were destroyed, along with the transformer serving them. Primary conductors contacting the ground blew the Section Fuse at 100 North 100 West. A total of 32 customers were affected by this outage. Called Dixie Power and set road blocks to keep the public away from downed conductors. A sheriff deputy also arrived for traffic control. Dixie isolated the north and south lateral lines at 100 East to restore power to all but 5 customers by about 8:15 a.m. The service mast on the home at 95 East 100 North was also pulled from the wall of the house. Dixie repaired this temporarily and replaced the pole and transformer by later afternoon (approx. 2:45 p.m.). Due to circumstances, the street light and guy wire on the North line must be replaced at a future date. The customer at 95 East 100 North was advised to consult with an electrician to replace the damaged service panel and mast. There was an outage reported on 200 South, TV Hill and Bald Hill Branch Circuits. Investigation found the Section Fuse at 200 South 100 West was blown. No obvious cause, but neutral conductors rebounding and contacting the primary conductors after shedding heavy snow load is suspected. Power was restored about 10:30 p.m. 27 customers affected. Customers on 200 East and Canyon Road Branch Circuits reported outages. The Section Fuse at 200 East and Canyon Road was blown. Heavy snow caused tree limbs to contact the primary conductor at 180 South 200 East. Dixie Power removed snow from the limbs and re-energized the line. 47 customers affected. 10-20: Customer at 180 South 200 East reported power had not restored to their residence following the storms on 10-18. This was not noticed sooner because customer was out of town. Investigation found damaged secondary conductors. Customer was already using a generator and agreed to wait until 10-21 for Dixie Power to repair, which was completed by 10:30 a.m. 1 customer affected. 10-29: 10:21 a.m. Brief system outage. Heavy snowfall in the area. 10:48 a.m. Brief system outage. Snow storm continued. 5:07 p.m. Report of power outage to customers on Lone Cedar Road lateral line on the Canyon Road Branch since morning. Lateral line fuse was blown. Dixie Power call to restore. 4 customers affected. This was likely a cause of one of the morning system outages and associated with snow loading. 11:07: 3:10 p.m. Outage reported on the Sage and Cedar Road lateral line on the Canyon Road Branch. 5 customers affected. Section fuse on the lateral found blown and was replaced by Dixie Power. 11:09: 12:00 p.m. Outage reported on 60 West 100 South. Falling limb from tree trimming damaged secondary line to house. Dixie Power called to repair, but discovered components and conductors inside the meter base were also damaged. The house secondary was disconnected from service pole so customer could repair meter base. This will be reconnected at a later date. 1 customer affected although the service pole is shared with a second customer. Operations and Actions: 10-18: In addition to the snow-related outages detailed above for 10-18, Dixie Power also removed fallen tree limbs from secondary conductors at the following locations: 59 North 100 East, 60 South 100 Street, breaking the neutral conductor. Dixie repaired the break. 10-21: Phone conversation with Dwight Day, Oak City Utah Associated Municipal Power Systems (UAMPS) representative, regarding the Natural Gas Projects. 10-23: Phone conversation with Dwight Day regarding new Hunter member resource scheduling preferences with UAMPS. 10-25: Dixie Power realigned guy wire at approximately 150 North 100 East, replaced street light and added a lift pole to complete repairs to the north lateral section of line damaged on 10-18. 11-12: Dixie Power reconnected service to the home at 60 West 100 South. 11-21: Dixie Power installed new underground service to 35 North 100 East. On the September 2024 UAMPS billing, Oak City had net energy delivery of 374,540 KWH. Total cost/KWH was $0.07263. The total bill was $20,382.67. Purchase price was slightly above required operating margin, so a Power Cost Adjustment of $0.00263 was ordered for the October billing. Meetings Attended: 10-22: Attended a UAMPS Interim Resource Project Committee Meeting on Zoom to discuss the Natural Gas Projects Resolutions and Power Sales Contracts. 10-24: Attended State of UAMPS meeting on Zoom to discuss community energy priorities. 11-19 and 20: Attended UAMPS Monthly Project Committee meetings on Zoom. Jared Rawlinson. Not in attendance and had left no report. N. Miscellaneous. Shim Callister. Took the 4 wheeler to Fillmore to get it fixed. Picked it up. It had a few issues. Need to take the Ford in as it has a transmission leak and it overheated the other day. Helped Ben with the power connection to the shed at the Cemetery. Still doing some work up there. Also helping him with feeds and conduit to the new meters at the tank yard. Ben will be able to read the meters coming into town and the chlorine now. Wired power up to the furnace at the Hall. The flag poles are all up at the vet memorial and everything, so far, is paid for. O. Adjournment. Mayor Callister adjourned the meeting at 11 07: p.m. Respectfully Submitted, __________________________________ Karen K.
