Public Hearing: Discussion/action on Concept Plan for Residential Development Agreement with David Weekly Homes for property at 2800 West 1150 South. a. Close Public Meeting and open Public Hearing by Consensus per Vice-chair Meyerhoffer. b. Staff Presentation: Chair Syme arrived and turned the time over to the public for comments. c. Public Comments. Chair Syme closed the Public meeting and opened a Public Hearing by consent. Staff presented the new proposed residential development concept and updated those in attendance regarding this project. A Concept map was shown with 196 residential units with a mix of town homes and single-family. Chair Syme asked for public comment: Becky Hammer, resident, asked if the backyards will be against her property and where visitor parking will be located. They flood irrigate and that may impact the trail. She wants to know about trail maintenance. She also asked about a fence along the property line. Robert Manning asked if they will raise the property up to the street level. He would like to see fencing along the road. He also wants to know if the entrance will be in front of his house. No further public comment was offered, and Chair Syme closed the Public Hearing and re-opened the Public Meeting by consent. 4. Joint Meeting with City Council on Concept Plan for Residential Development Agreement with David Weekly Homes for property at 2800 West 1150 South. Staff responded to the questions from the Public Hearing and invited the developer to address questions that staff does not know. Regarding the Becky Hammer comments, staff showed the areas for visitor parking on the Concept Plan. Staff showed the trail along the property line with Hammer. The irrigation matters and trail maintenance need to be addressed by the developer. The developer said they did not plan to install a fence, but are open to ideas. Regarding the Robert Manning comments, staff indicated that the access to the development is across the street. Staff indicated that the developer could possibly offset the entrance and provide a fence to mitigate impacts. The developer indicated they would have to look at fill, but are not planning on significantly raising the property. The Planning Commission and City Council discussed the project. Parking: Developer said each unit has their own two-car garage and a double driveway. This allows four (4) vehicles per unit, with additional space throughout the development for visitor parking. There will be approximately two (2) locations for community mailboxes. Grade: Developer said on 2700 West by the river, the site grading for the road has been moved south as requested during the Project Management Meeting, and to avoid moving as little dirt as possible. It was noted that the property drops off significantly from the road grade approaching the Weber River on 2700/2800 West. Fence (Manning): Discussed placing a fence on the side of Mr. Manning's street to mitigate the car lights from view and as a buffer. Also shifting the road a bit to avoid a direct path into his driveway. The City Engineer will be asked to address the car lights to find a solution. The number of units is now 196. Mr. Tobias asked why they took away - and added - townhouses rather than more single-family units. No response was given. It was agreed to include some frontage fencing along the back of the sidewalk for the project where the units were located, and gaps along the internal roads adjacent to 2700/2800 West. Fence (Hammer): Mrs. Hammer asked about installing a fence along their north property line, and possibly extending it to the power corridor. It was agreed to have a four (4) foot chainlink fence that would match the existing fence of the Hammer's to the back of the property. The developer said that the HOA will maintain the trail, and they may need a berm to prevent flooding of the trail. Parking: Mr. Slater is concerned about parking. It was noted that there are four (4) parking stalls for each house, and additional guest parking. There is adequate parking compared to other developments. Layout and Elevation: Developer showed depictions of the proposed homes. Chair Syme wants to ensure that there are a mix of colors and materials, including brick and/or rock. Chair Syme liked the rendition of the layout at Project Management Meeting more. The Mayor would like to see a street view rendering of elevations. Flooding: Council Members and Commissioners expressed concern about flooding. The flood plain was reviewed and it was noted that if there was a backup at the river some homes could be flooded. There is a high water table, so the units are all slab on grade without basements. Staff will stage a sand bagging area near the river trail, and asked that the frontage sidewalk be added to the Concept Plan and tied into the trail so it can be used in case of flooding for emergency vehicles. It was also agreed to include in the CC&Rs a statement regarding the property being flood prone, the high water table, and that the City is not liable for any resulting damage. Storm water will discharge into the City's open space area. Landscaping and Maintenance: Chair Syme asked each Council Member and Commissioner their opinion on having a full or partial HOA for the landscaping and exterior unit maintenance. Eight (8) said they support a partial HOA landscaping and exterior unit maintenance for only the town homes. Three (3) said they support a full HOA landscaping and maintenance. The developer will provide a more complete concept and HOA with CC&Rs that address landscaping to ensure it is properly maintained along with exteriors and other issues. Issues addressed by staff: 1. Community mailbox locations. 2. Raise the trail along the Hammer property for flood mitigation. 3. Fence in front of Manning on his side to block lights and buffer, adjust entrance road. 4. Curb, gutter, sidewalk back of curb along 2700/2800 West that connects to the trail. 5. Fence back of sidewalk on 2700/2800 West frontage where units are located. 6. Provide home and road elevations. 7. Fence along Hammer's north property line to end of property with a four (4) foot chainlink fence to match the existing. 8. Slab on grade units. 9. CC&Rs to reference flood and other issues. 10. Best engineering practices. 11. Fire Marshal review. 5. Commission and Staff follow-up. There will be no Planning Commission Meeting next month. City Council, Planning Commission and staff were reminded to RSVP for the Annual Christmas Party on December 19th. Chair Syme wants to see compaction tests for the sewer for this development discussed tonight in the annexation area, and the commercial portion. Chair Syme thanked everyone for all their hard work. 4. Adjourn. Being no further business, Chair Syme adjourned the meeting by consent at 8:14 PM.
