The bills/payroll/reimbursement invoices dated October 10, 2024-November 11, 2024 were given to the council before the meeting for review. Question about the Elevate payment as the council thought we had canceled their services. The clerk stated that they had done a final spray in October the day after the town council meeting and services had not yet been cancelled. As of this day (Nov. 13) services have been canceled until next spring and the town should not receive another bill from Elevate Pest/ Lawn control this year. The town will seek bids for this service next year in the spring. Last council meeting the question was asked as to whether those customers using Xpress bill pay should pay a percentage of the monthly xpress bill to the town. It was decided the town will continue to absorb this cost as it is a benefit to the town, in that half the billed customers use Xpress to pay their utility bill. Having Xpress bill pay for customers to use has cut down on the amount of late and high customer bills. Tamara Dallin motioned to pay bills/payroll/reimbursement invoices October 10, 2024-November 11, 2024 LaRee Stephenson seconded. Roll was called; , LaRee Stephenson- yes, Tamara Dallin-yes, David Wood - yes, Phil Whatcott- yes, Mayor Fox-yes Voting was unanimous 4. Petitions, Remonstrance and Communications 5. Planning and Land Use- Ted Bennet *No new permit requests this month. *The subdivision ordinance is due the end of December. Daniel Jensen with Sunrise Engineering has completed the final draft and will present it to the planning and zoning committee at the December 10 meeting. *The towns flood plain needs to be updated as it hasn't been done since the freeway was put in making the FIRM, (federal insurance rate map) for the town outdated. The government has a time line of 10 years to work on updating the towns flood plain. 6. Report of Officers a. - Roads & Landfill *Councilwoman Dallin sent out letters to local construction companies about the new resolution regarding the construction dumping fee at the towns landfill. She did not receive feedback from any of them. We have received payment from one company for dumping construction debris thus far. *Last week (Nov. 2) when the landfill was closed for burning, four separate loads were dumped, no keys having been checked out. One of the loads was dumped while the fire was still burning. The council decided the best course of action is to re-key the lock on the landfill gate and ask for the return of any keys that residents may have. Moving forward every load dumped in the landfill must be logged and a key signed out. No one will be issued a key for personal use. A new key will be issued to the fire department for access to the landfill in the event of a fire. The town has not received the state's final approval for the landfill renewal permit, the town does not want to jeopardize the landfill by not following proper procedures and documentation. *The question was asked if the town will be charging the construction companies digging the well and demolishing the old water tanks a fee to utilize the landfill for construction debris. The answer is No, it will be stated in the agreement that they may use the landfill for debris if they will use their larger equipment to maintain the dumping area. Allowing the companies to use the town's landfill will benefit the town in not having more construction costs. ? Would the town allow those living outside city limits to pay to use the landfill?- Councilwoman Dallin has been asked about those outside of city limits being able to pay to use the landfill. It was decided that the resolution will stay as is, in that not allowing those living outside Holden town limits or without a town utility bill with garbage to use the landfill. *Public Works- The backhoe is waiting on head bolts, then Mason Machinery will run it to make sure it is working properly. The backhoe should hopefully be back the week of November 25. ? Is the snow plow ready to go? Not yet but it will be. Public works has to finish up some items out at the landfill then they will work on getting the plow ready for snow. b. Parks, Recreation and CERT *DUP records at the Town Hall- Councilwoman Stephenson has looked into metal cabinets that can be locked. These cabinets would house the historical records that DUP has, the records would be kept safe in a climate-controlled environment and could be accessed by the public through DUP. It was decided that the town will purchase the cabinet with DUP paying half the cost. The cabinet will be kept in the room off the main Town Hall entrance. The cost is around $166.00, dimensions being 72' high, 35' wide, 18'deep. The DUP records will be limited to the cabinet space. LaRee Stephenson motioned to acquire a cabinet for storing of historical records for Cedar Springs Camp DUP. The town of Holden will pay half the cost with DUP paying the remaining half. David Wood seconded. Roll was called; LaRee Stephenson- yes, Tamara Dallin-yes, David Wood - yes, Phil Whatcott- yes, Mayor Fox-yes Voting was unanimous C..David Wood - Electric *UAMPS power project. Natural gas generation project. There will be one in Millard County near Holden and one in Idaho. This project is on a small scale not the size of the IPA power project being developed at present. This power project brings with it employment opportunities. The facility is on demand 24 hours a day. They would need to have approximately 18 employees to staff the facility. Holden's percentage is .08mw which is under 1% cost to the town. Idaho's project is .17%mw. UAMPS will need a certain percentage of subscriptions for the project to be developed. The decision to be part of the project needs to be expedited due to government regulations and time. UAMPS has kept a record of the town power usage for many years and has an idea of the town's future power usage. The town needs to look out for its citizens with the future cost of power possibly being high. The power project will enable the town to have cheaper power costs. There is a lawyer that is looking through the UAMPS contracts for several towns, Holden being included, the town won't need to hire a lawyer to review the paperwork. With the approval of contracts from the lawyer Holden will join the power project. David Wood motioned to approve the power sales contract with UAMPS for Millard County 'A Resolution authorizing and approving the Millard County Power Project Power Sales Contract with Utah Associated Municipal Power Systems; and related matters' LaRee Stephenson seconded. Roll was called, LaRee Stephenson- yes, Tamara Dallin-yes, David Wood - yes, Phil Whatcott- yes, Mayor Fox-yes voting was unanimous David Wood motioned to approve the power sales contract with UAMPS for Power county in Idaho. Everything went fine with the burn. Water *Award Drilling contract- Kyler LaRose from Sunrise Engineering presented a summary of the bids received for the test well and production well. The bids were opened on October 23, 2024. The lowest bid came in at $794,303.00 from High Plains Drilling, the highest bid was $1496,222.10 from White Mountain Operating. There was a total of 5 bids that were received. The engineers at Sunrise estimated that the project would cost around $880,000.00. It was suggested that the town go with High Plains Drilling out of Idaho. High plains will be notified of the town's decision. They will then need to submit their insurance and bond information. A target date of December 1 is set for a pre-construction meeting. After which the test well can be drilled. Provided the test well proves positive for good water flow, the property and easements will need to be acquired then the production well can be drilled. The purchase of the property will fall under the grant, provided the seller is agreeable to the town's purchasing of the property. Phil Whatcot motioned to issue Notice of award to High Plains Drilling to the amount of $794,303.00 contingent upon authorization from Rural Development to award the bid. LaRee Stephenson seconded. Roll was called, LaRee Stephenson- yes, Tamara Dallin-yes, David Wood - yes, Phil Whatcott- yes, Mayor Fox-yes voting was unanimous 7.
