Mayor Sabey welcome everyone to town board meeting. Ocie Frazier was invited to the town board meeting to discuss what he requested in the October board meeting. Monika Schulthess went through documents that the town had regarding the matter. She read meeting minutes to Ocie and it was shown that the Frazier's were paid $5,000 for the property, a water hookup, a Powder River gate and land restored to natural state. There was nothing discussed in previous minutes or agreements that there had been an arrangement between the town and Frazier's for a water share. The town owns the acre that the pumphouse is on so the town would be responsible for anything that were to happen on that land. Monika Schulthess has the deeds signed by George Frazier that she offered to Ocie Frazier. Ocie Frazier is wondering if he could work out a deal with the town about purchasing water rights to the Eastman spring that runs by his parent's house. The state water right map shows that the town owns a water right up by Arlo Eastman's house but they were transferred down by Frazier's. He uses the water for stock water but he would like to buy the water right from the town. Monika Schultess is going to contact Anelisa Bell to see if they could all meet with Ocie Frazier to discuss the water rights and what the town can do as far as those water rights that are being asked about.
The town board discussed getting a grant for a new sidewalk as well as flashing speed limit signs. Allie Deru is going to contact BRAG to see if they know of any grants that could help us with either of these projects. The town is concerned about how fast cars come around the corner and down Monte Cristo into Woodruff and would really like to find a way to help slow down cars. Mayor Sabey called Clay Barker who is on the town board for Randolph to ask him questions about their speed limit signs and the new sidewalk they installed in Randolph. Clay Barker said that the sidewalk was funded by Safe Route to School. Woodruff may not be able to get a grant like that because there is no school in town. Clay Barker said that they couldn't get the State of Utah to help them with flashing speed signs so Randolph just purchased that themselves. The board would like to continue looking into both of these projects.
Monika Schulthess made a motion to approve October minutes. Raymond Frandsen seconded the motion. Motion carried unanimously. Seiko Webb made a motion to approve the November bills. Monika Schulthess seconded the motion. Motion carried unanimously.
Wyatt Wilson came to the meeting to discuss a business license application. He purchased a man lift boom truck that he is planning to do random jobs with. The business license was approved.
Allie Deru asked the board if they were okay with getting a new computer for the office. The board approved that purchase.
The town has worked with Kendall Welch with Jones and DeMille to make changes to Amendments 11, 12, 13 and 14. There was a public meeting held before town board to discuss those changes. Monika Schulthess made a motion to approve adoption of the new ordinance. Joel Marler seconded the motion. Motion carried unanimously.
Meeting was adjourned at 5:40 p.m.
