AN ORDINANCE AMENDING TITLE 3 OF THE MOAB MUNICIPAL CODE TO UPDATE CHAPTER 3.50, MASTER FEE SCHEDULE AND MODIFYING CERTAIN FEES AND RATES CHARGED BY THE CITY
The following entries describe the intent and purpose of the City of Moab ('City') of this ordinance:
a. The City desires to update or create new fees for the following items (see Master Fee schedule attachment A for current and proposed fees):
- Update/removed - 3.50.090 - Culinary Water Rates - removed '2023' rates.
- Update/removed - 3.20.100 - Sanitary Sewer Rates - removed '2023' rates.
- Update/removed - 3.50.110 - Storm Water Rates - removed '2023'.
- Update/removed - 3.50.115 - Storm Water Impact Fees - removed '2023' rates.
- Update/removed - 3.50.120 - Trash and Recycling Rates - removed rates as they are no longer billed through the city.
- Update/revised - 3.50.165 - Building Service Fees - Building permit (by total valuation) - $1.00 to $500.00 - Updated from $65.00 to $85.00.
- Update/revised - 3.50.165 - Building Service Fees - - Building permit (by total valuation) - $500.00 to $2,000.00 - Updated from $65.00 to $100.00.
- Update/added - 3.50.165 - Building Services Fees - added building permit renewal fee at $85.00.
- Update/revised - 3.50.165 - Building Services Fees - updated demo permit fee rate from $65.00 to $85.00.
- Update/revised - 3.50.165 - Building Services Fees - updated Residential plan review and additional plan reviews fee rate from $65.00 to $85.00.
- Update/revised - 3.50.170 - Planning and Engineering Services fees - Grading/excavation permit fee update from $50.00/each 100 cubic yards to $0.50/each per cubic yard.

- Update/revised - 3.50.180 - Civil code violation penalties (maximum fines noted) - Grease Trap - installation and/or maintenance compliance fee updated from $500.00 to $1000.00.
- Update/revised - 3.50.180 - Civil code violation penalties (maximum fines noted) - Construction without permit, investigation fee - update from $500.00/infraction to double permit fee.

- Update/added - 3.50.210 - Parks and Facilities rental fees - Center Street Gym - added multipurpose room reservation (room on the lower level of the gym) and added rate of $15/hr or $120/day.
- Update/revised - 3.50.210 - Parks and Facilities rental fees - Sun Court - Reservations - updated from less than 3 hours to less than 4 hours. Updated rate from $40.00 to $50.00.
- Update/added - 3.50.210 - Parks and Facilities rental fees - Movie equipment rental (outdoor screen, projector, PA) at $120/day.
- Update/revised - 3.50.220 - Moab Arts and Recreation Center fees - Room rentals - Downstairs conference room - removed max of 4 hours and added $120/day.
- Update/revised - 3.50.220 - Moab Arts and Recreation Center fees - Room rentals - Updated Private part deposit to - Refundable damage and cleanup deposit - added deposit based on party size - 51-150/$150.00 - 150+/$300.00.
- Update/added - 3.50.220 - Moab Arts and Recreation Center fees - Cleaning Fee - (Charged if renter fails to leave facility in good and clean condition) - $50.00/hr, 1 hr minimum charge.
- Update/revised - 3.50.220 - Moab Arts and Recreation Center fees - Discounts available - updated to add language if one/ pre agreement; if rental is generating revenue or if an entry fee is charged, the rental is not eligible for a discount.
- Update/revised - 3.50.220 - Moab Arts and Recreation Center fees - Moab are local multi-day rentals - update to Moab residential and updated discount from 20% to 10%.
- Update/added - 3.50.220 - Moab Arts and Recreation Center fees - Added Grand County Recreation Programs, Grand County Police Agency, Fire Agency, EMS Agency. No rental fee (damage deposit may be required).
- Update/revised - 3.50.220 - Moab Arts and Recreation Center fees - Summer Camp - updated rate from $120.00/week to $150.00/week/camper.
- Update/revised - 3.50.220 - Moab Arts and Recreation Center fees - Vendor both spaces, updated rate for larger size from $100.00 to $150.00.
b. The City Council held a duly advertised public hearing during a regularly scheduled meeting on December 10, 2024, to hear evidence and public comment, and to review the Master Fee schedule.
NOW, THEREFORE, the Council hereby ordains that the following amendments to the Moab Municipal Code 3.50, Master Fee Schedule, are adopted as noted in Attachment A
PASSED AND APPROVED by majority of the City of Moab City Council. This ordinance shall take effect immediately upon passage.
