MINUTES:Doug approved minutes Marty 2nd the motion. All were in favor
MAYOR UPDATES: The town received a proposal from Dark Sky Consulting in response to the RFP for the Dark Sky study. The town doesn't need to change anything, but it will be educational for the town. Doug made a motion to go forward with the study as long as it's not costing the town anything. Terry 2nd the motion. All were in favor.
WATER: Bart Dowdle would like to build a house next to his brother Brook Dowdle. He is wondering if he can get a water meter. The mayor said he would call him after the meeting instead of calling him on the phone during the meeting. The council does not want him to piggyback on the back of Brooks water meter. It is a separate parcel so it should have a separate meter. The council wants to take a look at the master plan when it's finished before supplying people out of town limits with new meters. The mayor thinks we should table this until more information is available.
PLANNING COMMISSION: The PC presented the fence ordinance with the changes that were talked about last time. Marty motioned to accept the ordinance as proposed, Terry 2nd the motion. The town will hold a public hearing to go over this ordinance.
WATER: Wyatt Payne from Ensign Engineer said they are working on the Master Plan. They will have surveyors come out to gather data from the town.
A&D Jensen signed the change order to reallocate all funds to upgrade the spring. They plan on starting in the spring 2025. All the money from ARPA and USDA will be utilized for this project. The Town needs to sign the order so it can be finalized. Marty motioned to accept the change order as proposed, Doug seconded the motion.
Wyatt also brought the proposed Alder lane make-up to show the council. There were lots of questions and concerns. Wyatt will go back to the surveyor to have it drafted up as acre lots and also to show the well protection zone.
Wyatt also discussed some changes that he and Kelly thought would be more beneficial to Joseph Town. Wyatt read through them and the town decided accordingly.
Marty motioned to adjourn Troy 2nd the motion. All were in favor.
