Notice is hereby given The Mayor and City Council of Helper City, A Municipal Corporation will hold a regular meeting on the 5th day of December 2024. At the Council Chambers 19 South Main, Helper, Utah. The meeting shall begin at 6:00 pm. Agenda 1- Call to order. 2- Pledge of Allegiance. 3- Roll call. 4- Public Comment. 5- Approval of the minutes from October 22, 2024, and November 7, 2024. 6- Discussion and possible approval of discount on the utility bill overage for Don Stephens. - Don Stephens 7- Discussion and possible approval of zoning change at 746 Royal Street. - Daniel Dayton 8- Discussion and possible approval of Zions Bank ATM agreement for the year 2025. 9- Discussion and possible approval of closing Main Street for the Electric Light Parade. 10- Discussion and possible approval of Rio Theater Contract. 11- Discussion and possible approval of Helper City Police Department to switch cell phone service from Verizon to AT&T. 12- Introduction of new administrative staff. 13- Public Hearing regarding Water Revenue Bonds bearing no interest in an amount not to exceed $3,000,000. 14- Discussion and possible approval of Resolution 2024-14 a resolution authorizing the sale of taxable water revenue and refunding bonds, series 2024 in the maximum repayable principal amount of $2,412,000 for water system improvements and to obtain a reduction in annual debt payments due in a given year by refunding and extending the maturity on the issuer's taxable water revenue bonds, series 2015: and related matters. 15- Discussion and possible approval of grant application for UDOT technical assistance with a match of $4,000. Reports only from Council Members and Department Heads. Closed session.
