Notice of Public Hearing The Redevelopment Agency of Kaysville City will hold a public hearing on January 2, 2025 at 6:30 pm in the City Council chambers located at 23 East Center Street, Kaysville, Utah to consider the Kaysville City Center Reinvestment Area Project Area plan and budget for a community reinvestment project area. The purpose of the hearing is to receive comments from the public regarding the proposed plan and budget. The Redevelopment Agency of Kaysville City has requested an estimated $5,173,451 in property tax revenues that will be generated by development within the Kaysville City Center Community Reinvestment Area to fund a portion of project costs within the Kaysville City Center Community Reinvestment Area. These property tax revenues will be used for the following: infrastructure (~$4.8M) property acquisition ($2M), parking ($5M), business location/relocation ($500k), studies ($35k), demolition ($20k), economic development or other administrative purposes. These property taxes will be taxes levied by the following governmental entities, and, assuming current tax rates, the taxes paid to the agency for this project area from each taxing entity will be as follows: Davis County - $589,400, Multicounty Assessing - $0, County Assessing - $0, Davis County School District - $3,186,443, Kaysville City - $1,065,559, Weber Basin Water Conservancy District - $102,326, Davis County Mosquito Abatement District - $50,140, Central Davis County Sewer District - $59,861, Davis County Library - $119,722. All of the property taxes to be paid to the agency for the development in the project area are taxes that will be generated only if the project area is developed. All concerned citizens are invited to attend the project area budget hearing scheduled for January 2, 2025 at 6:30 pm. A copy of the Kaysville City Center Community Reinvestment Project Area budget and plan is available at the offices of Kaysville City at 23 East Center Street, Kaysville UT, 84087. You can also find the Kaysville City Center Community Reinvestment Project Area online with the QR Code or at: https://www.kaysville.gov/437/Redevelopment-Agency Any person objecting to the proposed project area plan or contesting the regularity of any of the proceedings to adopt the proposed project area plan may appear before the board at the hearing to show cause why the proposed project area plan should not be adopted. Property tax revenue resulting from an increase in valuation of property within the project area or proposed project area will be paid to the Kaysville City Redevelopment Agency for project area development rather than to the taxing entity to which the tax revenue would otherwise have been paid if the taxing entity committee consents to the project area budget or one or more taxing entities agree to share property tax revenue under an interlocal agreement and the project area plan provides for the agency to receive tax increment.
