Notice is hereby given that the Planning Commission of the City of St. George, Washington County, Utah, will hold a Planning Commission meeting in the City Council Chambers, 175 East 200 North, St George, Utah, on Tuesday, November 26, 2024, commencing at 5:00 p.m.

1. Consider approval of a request to amend the Desert Color zone plan. This PD (Planned Development) amendment would allow the construction of a new Intermountain Health Satellite Emergency and Health Clinic on approximately 15.12 acres. This site is located on the south side of the terminus of Desert Color Parkway just south of the roundabout at Desert Color Parkway and Lagoon Parkway. The applicant is HKS Inc., and the representative is Savannah Gregory. The Project will be known as IH Desert Color. Case No. 2024-PDA-022 - PUBLIC HEARING.
BACKGROUND AND RECOMMENDATION: This is a request to approve the conceptual site plan, landscape plan, elevations, renderings, and the colors, and materials board to IH (Intermountain Health) in the Desert Color commercial area. There have been several approvals for commercial development within Desert Color such as Big Shots Golf Center, pads K, M, & N, Mountain America, America First Credit Union, pad A retail, and most recently, Panda Express (Staff - Dan Boles).
2. Consider approval of a request for a preliminary plat for a single lot, commercial subdivision in the Desert Color Development. The applicant is HKS Inc. (for IHC Health Services, Inc.), and the representative is Savannah Gregory. The project will be known as IH Desert Color. Case No. 2024-PP-036.
BACKGROUND AND RECOMMENDATION: The subject property is currently zoned PD-C (Planned Development Commercial). This plat request is accompanied by a request to amend the existing Planned Development (PD) on the property. This specific use will be a medical care facility/clinic, a permitted use in the Desert Color PD-C zone plan. The plat depicts a single, 27.97 acre (1,218,328 ft2) lot upon which to construct the proposed medical facility (Staff - Dan Boles).
3. Consider approval of a request to change the general plan designation from (COM) Commercial to (MDR) Medium Density Residential on approximately 10.53 acres generally located north of Judy Lane along the east side of Riverside Drive, for the proposed development of Willow Bend townhomes project consisting of 81 units. The applicant is Premier Design and Engineering, and the representative is Eric McFadden. The project will be known as Willow Bend Townhomes. Case No. 2024-GPA-009 - PUBLIC HEARING.
BACKGROUND AND RECOMMENDATION: The General Plan is a guide for land-use decisions and contains various policies to help direct decisions related to land use and development of the City. This Genal Plan Amendment (GPA) is for approximately 10.53 acres of land generally located north of Judy Lane along the east side of Riverside Drive (Staff - Brett Hamilton).
4. Consider approval of a request to amend the City Zoning Map to change the zone from R-3 (Multi-Family Residential) to PD-R (Planned Development Residential) on approximately 10.53 acres for the proposed development of Willow Bend Townhomes project consisting of 81 units. The applicant is Premier Design and Engineering, Inc., and the representative is Eric McFadden. The project will be known as Willow Bend Townhomes. Case No. 2024-ZC-013 - PUBLIC HEARING.
BACKGROUND AND RECOMMENDATION: In 2021, the subject site received approval of a zone change for 81 townhomes. The applicant received grading and site plan approval but had not started construction when the previous approvals expired. The zone change application is being resubmitted so the applicant can obtain building permits to begin construction (Staff - Brett Hamilton).
5. Consider approval of a request for a preliminary plat for a residential subdivision for 81 townhomes. The applicant is Premier Design and Engineering Inc., and the representative is Eric McFadden. The project will be known as Willow Bend Townhomes. Case No. 2024-PP-030.
BACKGROUND AND RECOMMENDATION: The subject property is currently zoned R-3 (Multiple Family Residential). This plat request is accompanied by a request to amend the General Plan land use and the existing zoning on the property. In order to build townhomes on the property, a lot has to be legally created to be eligible for a building permit. The plat depicts a single, 10.53 acre lot upon which to construct 81 townhomes (Staff - Brett Hamilton).
6. Consider approval of a request for a Hillside Development Permit to allow cut into the (20-40%+) hillside for access to a proposed townhome development. The hillside cut would also allow construction of the northern portion of the townhome site. The applicant is Premier Design and Engineering, and the representative is Eric McFadden. The project will be known as Willow Bend Townhomes. Case No. 2024-HS-014.
BACKGROUND AND RECOMMENDATION: The northern portion of the property has slopes that are in the 20-40%+ range. When Riverside Drive was constructed in approximately 2005 some of those slopes were disturbed to make room for the road. The Willow Bend Townhomes project was previously approved by the City Council in April 2021. The previous approvals have expired so the project is being re-processed. On November 20, 2024, the application went before the Hillside Review Committee (Staff - Brett Hamilton).
7. Consider approval of a request for an amendment of an approved PD-C (Planned Development Commercial) on approximately 2.15 acres, for the purpose of allowing the construction of two new commercial buildings, parking, utility, and landscape improvements. The total building area is 13,892 square feet. The applicant is Rosenberg Associates, and the representative is Jared Bates. The project will be known as Pioneer Retail. Case No. 2024-PDA-025 - PUBLIC HEARING.
BACKGROUND AND RECOMMENDATION: This location falls in Area 2.1 of the Atkinville Interchange Area Master Plan (AMP). The applicant is proposing a new retail center that would include a Starbucks restaurant and a Caf Rio restaurant. The planned retail center would total 13,892 square feet. The proposed restaurant and commercial uses are allowed in this PD-C (Area 2.1 allows uses from C-2 zoning in the city code). The proposed retail center meets the above standards as well as the zoning requirements shown below (Staff - Brett Hamilton).
8. Consider approval of a request for a preliminary plat for a three-lot commercial subdivision in Run River Commons Phase 7 Development. Lot 1 totals 1.05 acres (45,822 sq. ft), Lot 2 totals 1.10 acres (47,873 sq. ft.) Lot 3 totals 2.01 acres (87,482 sq. ft.). The applicant is Rosenberg Associates, and the representative is Jared Bates. The project will be known as Pioneer Retail. Case No. 2024-PP-035.
BACKGROUND AND RECOMMENDATION: The subject property is currently zoned PD-C (Planned Development Commercial). This plat request is accompanied by a request to amend the existing Planned Development (PD) on the property. The specific uses will be commercial restaurants and retail space which is permitted in the Atkinville Interchange Area Master Plan. The plat depicts three lots totaling 4.16 acres (Staff - Brett Hamilton).
9. Consider approval of a request for a four-lot residential preliminary plat to be called River Bend Estates. The applicant is Alpha Engineering, and the representative is Rhett Beazer. The project will be known as River Bend Estates. Case No. 2024-PP-028.
BACKGROUND AND RECOMMENDATION: In July of 1981, a plat called the River Bend Estates Plat 'A' was recorded. The subject lot, Lot 14, was larger than the majority of the other lots in the subdivision. Th property owner is now looking to subdivide that lot into four smaller lots. Because they are proposing additional lots than what was originally platted, a preliminary plat is being processed through this will technically be an amended plat (Staff - Dan Boles).
10. Consider approval of a request for a single lot preliminary plat to be called Intermountain Health 3000 East Clinic Preliminary Plat. The applicant is Great Basin Engineering, Inc., and the representative is Andy Hubbard. The project will be known as Intermountain Health 3000 East Clinic Preliminary Plat. Case No. 2024-PP-034.
BACKGROUND AND RECOMMENDATION: In December of 202, a zone change from R-1-12 (Single Family Residential) to PD-AP was approved. This particular rezone was accompanied by site plan, building elevations, and landscaping plans for an IHC medical clinic. The request at hand, if approved, would create a single lot for the commercial construction of the previously mentioned medical clinic. The resulting plat would create a single 5.23 acre lot, a 2,269 ft.2 (non-buildable) parcel, and a connecting right-of-way connecting George Washington Blvd. and 1400 South (Staff - Dan Boles).
11. Consider approval of a request for a Hillside Development Permit for the construction of a road and the extension of utilities from the existing round-a-bout located at the intersection of Movie Rock Dr and Ledges Parkway and continues southerly (parallel to SR-18) to the location of the proposed Trails Interchange project at mile post 7 of SR-18 with additional work within the Utah State Trust lands property on the west side of SR-18. The applicant is DSG Engineering, Inc., and the representative is Logan Blake. The project will be known as Trails Interchange Offsite Improvements. Case No. 2024-HS-013.
BACKGROUND AND RECOMMENDATION: This is a request to obtain a hillside development permit to construct an interchange near mile post 7 on SR-18 and a section of roadway to the west where existing slopes exceed 20%. On October 23, 2024, the application went before the Hillside Review Committee. They recommend approval of the application, state that the overall slope where the road is proposed is less than 40% with some localized outcropping (Staff - Brett Hamilton).
12. Consider approval of a request for a Hillside Development Permit to adjust the location of the ridgeline and ridgeline setback on lot 44 of the Foremaster Ridge subdivision in anticipation of the construction of a residential home. The applicants are Jack de Ryk and Floyd Jackson. The project will be known as Foremaster Ridge Lot 44. Case No. 2024-HS-014.
BACKGROUND AND RECOMMENDATION: This is a request to obtain a hillside permit for the property located at 1856 E. Joe Cir. This location is a residential neighborhood, and the applicant would like to build a house on this lot. This application came before the Planning Commission once before on August 27, 2024, at which time the Planning Commission recommended that the City Council approve the ridgeline as proposed by the Hillside Review Board. The applicant wanted to take another look at the ridgeline with the Hillside Review Board and removed the application from the City Council agenda. On October 23, 2024, The Hillside Review Board reviewed the application again and recommended the same coordinates for the ridgeline. The applicant would like the chance to present additional information to the Hillside Review Board. On November 20, 2024, the applicant proposed to straighten the line out and make it more curvilinear instead of using strict points that jut in and out of the ridgeline (Staff - Dan Boles).
