Reports
Mayor
Mayor Monson went to the UAMPS board meeting last week. There will be some new projects that will need to be approved.
SJH futures football, played under the lights. There were several school groups that were involved. The youth city council was very involved with putting it together and making it happen. It was a good event.
The tree for all is coming up. The girls soccer team is incharge of that. They have posted sign-ups for that.
City Council
Councilmemver Grover thanked Mr. Herring for the updates on the fire.
Finance Report - Operational Budget - James Francom
Mr. Francom wanted to highlight a few items. There are a few negative revenue items, such as visitor services, because he originally billed the general fund and it should have been under the capital projects fund. So, it's not really a negative like it's showing.
City Engineer Report - Patrick Parsons
Mr. Parsons stated that we came to the end of our water year last month, we came in at 92% of average precipitation for the year. It's been an average water year in a non-average way. Our reservoirs are in good shape. We are entering the new water year in pretty good shape. The graph included in the packet doesn't include the most recent rain storms.
A few staff members walked through the tunnel. It's in good shape and is an engineering phenomenon to behold. They cleaned up some spots and got the water flowing nicely. There are some existing issues, such as small cave ins, the side walls are peeling off. But overall in good shape and nothing urgent right now.
Planning and Zoning - Bret Hosler
Some active projects: Leonard Howe area plate for city boundary adjustments, Billy O'sullivan for annexation on center street going to Planning Commission, Dollar General store, should be complete in the next month and half and O'reilly Auto parts, Chris Allen is being talked to about annexation of his piece of property.
The crack seal and fog coat project at the airport is complete, except for the final coat of paint.
New Residential Permits: Prestion Palmer townhouse, Black Carport, Mike Bradford modular house, Lyman Electrical remodel.
New Commercial Permits: Dollar general sign permit, O'reilly sign permit, O'reilly final permit.
There were 33 inspections done in September.
The elementary school project is busy.
Councilmember Ewald asked if the hangar project is moving forward. Mr. Herring stated that an archeological survey has to be completed first. He has received the contract back from Travis Shumway.

Advice and Consent Items
Natural Gas Line Feasibility Study - Patrick Parsons & Trent Herring
Mr. Parsons stated that we have a representative from the governor's office with us tonight, Debra McGee. She contacted us about three weeks ago with a grant opportunity. The application deadline is at the end of this month. Debra has been very helpful. The grant would allow up to $600,000. Before construction, we have to look at the feasibility and potential routes for the gas line. The grant does have a 20% match. The feasibility study won't come close to $600,000. Mr. Parsons stated that they will have numbers soon, so we will know exactly what the 20% will be. Debra mentioned that a letter of support would be greatly appreciated from the council. Debra said that if the city is awarded the money, they have two years to spend the money. She hopes to apply for another grant for phase one of the actual building of the gas line and that grant is up to $600,000 as well. It's a competitive grant, so there's no guarantee that the money will be granted.
The mayor stated that we would get a letter of support written up by next week.
Fire Department SCBA Capital Expense - Trent Herring
Chief Spillman had met with Kim in the past and created a five year plan for replacing SCBAs at $40,000 a year. That was not budgeted for this year. He wants to know if the council is open to amending the budget. Mr. Herring stated that he will work hard on getting a good 5-10 year capital budget proposal so we don't miss this.
Discussion Items
100 Years of Silence - Shawn Ketchum
Shawn was present and went over the 100 years of silence project. The hundred years of silence is about the history of 1923. Through the Mellon foundation grant out of New York City, they encourage people to make a change and do something different. He stated that this project is a model for others to feel a part of a community and to make a change for the better. He stated that obtaining the Mellon Foundation grant is challenging and they were able to do so. Shawn met with the governor and the lieutenant governor along with the Ute tribe council. There are some pieces of artwork displayed at the Edge of the Cedars Museum. He stated that it's all about healing and coming together as a people. He was grateful that the Mayor was able to attend the Bear Dance Powwow. He is requesting a formal letter of support to continue the 100 year project. Mayor Monson stated that if Shawn will get him some sample texts of what he is looking for specifically, he will get a letter for him.
Swallows Nest Update - Trent Herring
The exterior portion of the swallows nest is complete. They did a good job on fixing it. There were before and after pictures provided. Mr. Herring has met with a few people to discuss the french drain. They want to get a french drain installed before they replace anything on the interior. There have been a few donations for the updates and repairs. Nancy Kimmerly and Donna Jensen have done a good job on getting the word out there. Mr. Herring has sent out letters of appreciation for those who have donated.
Verdure Fire Update - Trent Herring
The cause is still unknown. It burned 157 acres. It was within half a mile of the dude ranch and some other structures. We had 5 of the first 7 initial attack teams were the Blanding Fire Department. They aggressively attacked the fire to send it north. There is still some smoke coming from it which is expected, but it is 100% contained at this point.
Community Development Open House - Trent Herring
Last week a meeting was held with some developers to hear their complaints, frustrations, concerns, ideas or whatever it may be when it comes to development in Blanding. Mr. Herring went over a list of things that they discussed, including, the cost of infrastructure, the lack of revenue stream to be built up while developing, the need for a high density zone, incentives. Mr. Herring stated that Blanding does have some incentives that most if not all the developers didn't know about. Another topic that was discussed was deferring costs. If there are some costs that the city can defer and then recoup later, that would be helpful for the developers.
Mr. Herring and Mr. Muhlestein will attend a meeting next month to discuss and learn more about CRAs and tax incentives.
There have been quite a bit of sidewalks done this year through the sidewalk participation program. The city does some dirt work and covers the cost of concrete and the homeowner covers the cost of labor.
Blanding has very wide roads. In the meeting an option that was discussed was to make the road more narrow and having swells on the side.
Mayor Monson stated that he doesn't think it is the government's place to be in charge of housing. But we will do what we can as a city to make things easier. Councilmember Taylor stated that he likes that the meeting happened and appreciates their ideas. He also believes it's important to maintain some standards when it comes to building. Standards are important in the long term.
Broken Down Vehicles - Trent Herring
Mr. Herring received some concerns about broken down vehicles around town on people's private property. One of the concerns was it's an eyesore as well as a possible health issue, if it's leaking fluids or anything. Mr. Herring contacted the health department about it and they said that they have very little involvement in something like this. Public health is not worried about it at this time unless there is something specific that is brought to them.
Mayor Monson stated that it's important to bring up these kinds of things, so that people are aware of resources available and to remind people that others are looking at the eyesore on their property. He also brought up the fact that we are coming up on the snow season and snow plowing will be happening soon.
Councilmember Taylor stated that there is a resource here in town that can help get rid of broken down cars.
