Linda welcomed everyone to the meeting. She asked if anyone had questions or changes for the September minutes. Tyler made a motion to approve the minutes. Regan seconded the motion, it passed unanimously.
The commission discussed the Foy minor subdivision. The Foys want to divide their half acre lot and give the other lot to their daughter and she is going to build a house on the lot. Bret said that there is an existing shed that sits on the dividing line, but the family wasn't worried about that. Bret stated that he will make sure that it is surveyed and marked properly. Regan said that the placement of the shed could be a dispute in the future. It is the family that will own both lots now, but that could change in the future. It is unknown, right now, what the condition of the shed is. Whether it's on a concrete foundation, the condition of the inside, etc. Bret talked about the ability to do a boundary adjustment in the future. Bret said that he presented all this information to the Foy family and they were not concerned about it. Regan stated that no one is concerned about it until it's a problem. It is zoned R2. If the shed was deeded to one lot, the other lot would still be big enough. They discussed what it would take for Brad, the surveyor, to shift the line over to one side or the other. Tyler's opinion is that it would be very simple and quick. They talked about amending the plat. Bret stated that Brad isn't finished with his surveying work at this point. Tyler made a motion to approve the subdivision with the stipulation that it is determined and in writing on the plat which property the shed goes to. Regan seconded the motion, it passed unanimously.
Billy O' Sullivan has bought several pieces of land and has petitioned the city to annex the land. Daniel Anderson has put together the legal description of the properties. Bret stated that Billy is interested in getting utilities to these properties. Bret explained that the annexation policy states that all the neighboring properties be contacted and see if they have interest in annexing. It costs the city anywhere from $1500-$4000 to get an annexation plat done. It's more logical for the city to annex more properties at one time. Bret said that if someone is asked to annex into the city and they say no, in the next three years if they change their mind and want to annex, then they have to pay the fees. Bret explained that the annexation process takes time. Regan made a motion to approve the annexation. Tyler asked if the annexation was going to create an 'island' of non-annexed land. They discussed parcel maps and parcel numbers. The motion was changed to approval, subject to compliance with state law. Tyler seconded the motion, it passed unanimously.
The next item on the agenda is voting in a chair and vice chairperson. Bret said that he wanted to keep that on the agenda and told them they could do whatever they wanted with it. It was determined that Linda was voted in to be the chairperson, but a vice chairperson was not voted in. They discussed some other options for the open seat on the commission. A few names were discussed. Bret has talked to a few people as well. One declined and he is still waiting to hear from the other. They tabled the voting for the vice chair for a later date.
Bret stated that something that was discussed in the development meeting last night was the housing issue, and the lack thereof. Bret said that there is the possibility in the future that the pioneer estate development may come before the planning commission as a discussion topic. Bret said that it's currently zoned R2 and there was some discussion of changing a section of the subdivisions zoning to allow for higher density housing. Bret also said that there has been discussion of changing the mobile home zone to a residential high density zone. Regan asked about the process of changing a zone. Bret explained that according to state law you have to hold a public hearing. The public and neighbors in the area can come and voice their opinions. Regan said that it will be interesting to see what the housing study says about this topic. He stated that there are a lot of factors that go into making those kinds of decisions. It's a topic that deserves a lot of discussion.
Regan made a motion to adjourn. Tyler seconded it. The meeting adjourned.
