NOTICE OF REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF ST. GEORGE, WASHINGTON COUNTY, UTAH Public Notice Public notice is hereby given that the City Council of the City of St. George, Washington County, Utah, will hold a regular meeting in the City Council Chambers at the St. George City Offices located at 175 East 200 North, St. George, Utah, on Thursday, November 21, 2024, commencing at 5:00 p.m. The agenda for the meeting is as follows: Call to Order Invocation Flag Salute 1. Mayor's recognitions and updates. a. Presentation from the St. George Area Chamber of Commerce. 2. Consent Calendar. a. Consider approval to award bid to Landmark Excavating for the Southeast Access Road at Tech Ridge. BACKGROUND and RECOMMENDATION: A total of six (6) bids were received. The low bid was from Landmark Excavating in the amount of $4,555,000. This is a masterplan roadway for the development of the old airport property for existing and future development. Staff recommends awarding the bid to Landmark Excavating in the amount of $4,555,000. b. Consider approval for the purchase of a closed SCADA serial network. BACKGROUND and RECOMMENDATION: The Supervisory Control and Data Acquisition (SCADA) serial communication system allows us to remotely operate and collect information on the City's electric system. Staff recommends purchasing the network from SEL in the amount of $123,275.15. c. Consider approval of a state contract agreement with Gencomm to provide an audio visual package for City Hall at Town Square. BACKGROUND and RECOMMENDATION: This is a complete A/V package provided by Gencomm for City Hall at Town Square and includes all materials, labor and warranties under state contract #MA 513. Staff recommends approval of the agreement. d. Consider approval to allow the Monster Truck Insanity Tour to have a Beer Garden during their event on March 27 - 29, 2025 at the Dixie Sunbowl. BACKGROUND and RECOMMENDATION: This is the first time Live a Little Productions has applied to hold this event in St George. The applicant would like to include a Beer Garden as part of the event in a fenced off, secured area. Staff recommends approval with the condition that the applicant obtain insurance with the correct endorsements prior to the event. e. Consider approval of a fee waiver for the Dove Center event held on May 16 & 17, 2025 at the Little Valley Pickleball Complex. BACKGROUND and RECOMMENDATION: The City of St George has partnered with the DOVE Center for the last 30 years that have benefited the community. The DOVE Center would like to partner again on a Pickleball Tournament to raise money to enable them to continue providing services to the community. This event would raise awareness about DOVE Center's mission and services, potentially reaching individuals who may need support but are unaware of available resources. Staff recommends waiving: 1) the Special Event Permit fee of $150; and 2) Pickleball courts reservation fee of $9,900 for both days. 3. Public hearing concerning compensation increases for executive municipal officers as determined by the city's annual compensation study. BACKGROUND and RECOMMENDATION: The City conducts a compensation study each year to ensure our competitiveness with the municipal market within Utah. This study is critical in helping the city ensure that we are able to attract and retain qualified and skilled employees to provide consistent and effective delivery of services for our residents, businesses and visitors to the community. Effective May 1, 2024, the state legislature approved SB 91 which requires a public hearing to be held on the compensation increases determined as part of the city's annual compensation study prior to including these increases within the city's budget for municipal officers. Staff recommends holding the public hearing. No action is required. 4. Public hearing and consideration of Resolution No. 2024-036R to review and approve amendments to the Fiscal Year 2024-25 Budget. BACKGROUND and RECOMMENDATION: State statute requires a public hearing when changes are requested to the City's budget. Staff typically bring budget openings forward to the City Council for consideration on a quarterly basis based on changes that occur during the fiscal year. Staff recommends taking public comment and approval of the resolution. 5. Consider approval of Ordinance 2024-072 to amend an approved PD-C (Planned Development Commercial) on approximately .51 acres located at 1380 East Medical Center Drive. (Case No. 2024-PDA-019 - St. George Regional Hospital OR Expansion) BACKGROUND and RECOMMENDATION: The purpose of this Planned Development Amendment is to add an addition to the hospital campus. Specifically, a three-level building expansion with approximately 14,000 square feet per level. The lower level will be a central processing unit for the hospital, allowing for increased volumes of sterilization. The first level will be shelled space, the use will be dedicated in the future. The second level will serve as an expansion to the operating suite. Four new operating rooms, storage, and workspace will make up half of the second level. The other half will be a new post anesthesia care unit. At their meeting held on October 8, 2024, the Planning Commission held a public hearing and recommended approval with a vote of 4-0; no public comments were made. 6. Consider approval of Ordinance No. 2024-073 amending Title 9, Chapter 14, Sections 1 and 7 of City Code relating to Stormwater Management. BACKGROUND and RECOMMENDATION: The Utah Legislature adopted new and revised Stormwater regulations that becomes effective January 1, 2025, known as HB 507 and incorporated into state code under Utah Code 19-5-108.3 construction site storm water runoff control. While the city can no longer impose fines for construction site violations, there is an escalation process that could lead to a stop work order. City software is being updated and training is being provided to inspectors and contractors involved with stormwater regulation compliance. Staff recommends approval as the proposed amendment keeps the City in compliance with State of Utah requirements. 7. Appointments to Boards and Commissions of the City. 8. Reports from Mayor, Councilmembers, and City Manager. 9.
