Payment of payroll/reimbursements and bills a. The bills/payroll/reimbursement invoices dated September 20, 2024- October 9, 2024 were given to the council before the meeting for review. Concerns brought up: *The Elevate Pest Control bill seems high each month. Is this a monthly service? The decision was made to cancel the service and request bids for weed and pest control services in the spring. *Xpress bill pay- The cost to use their services is approximately $154.00 a month, can a percentage of this cost be passed on to those customers who use the service? How many utility customers pay their utility bill using xpress bill pay? The clerk will find out. David Wood motioned to pay bills/payroll/reimbursement invoices September 20, 2024- October 9, 2024 Phil Whatcott seconded. Roll was called; , LaRee Stephenson- yes, Tamara Dallin-yes, David Wood - yes, Phil Whatcott- yes, Mayor Fox-yes Voting was unanimous 4. Petitions, Remonstrance and Communications 5. Planning and Land Use- Ted Bennet No new permits have been requested or issued. *The state of Utah department of public safety met with the town to go over the town of Holden floodplains and the development of such areas. The floodplain map on file with the state is outdated and a new one will need to be drafted. The members of the town Planning and Land use need to take into account the floodplain areas for future building requests. Low areas or areas within the floodplain will need to have different building code requirements. 6. Report of Officers a. - Roads & Landfill *The landfill permit has been completed and submitted. * A letter will be sent to construction companies that do work in and around the town of Holden alerting them to the new fees and rules for utilizing the towns landfill area. *Public works is still working on surveying the roads in Town as to how many miles of dirt, gravel, paved roads in town. b. Parks, Recreation and CERT *The spring for the broken spring rider toy at the town park has been purchased and delivered to town. It has yet to be installed. *DUP (Daughters of Utah Pioneers) has approached the town again about storing their records at the town hall. Concerns were brought up of where they could be stored. There is a closet area that remains locked that stores the town's records, and the basement that also holds records. The town council has concerns about people having access to the town records that shouldn't have access to them. Allowing various individuals access to the town hall areas that are locked becomes a security risk for the town. It was suggested that the DUP contact a DUP member to use the old post office on her property for the storage of their records. C..David Wood - Electric * Natural Gas electric generation project- It is suggested that the town enter into a new project with UAMPS. At present the town is involved in two projects but one will be ending soon. UAMPS is researching a new Natural Gas project. A CC (Combined cycle) NG site will be located in Idaho and a RICE (Reciprocated Internal Combustion Engine) site would be located in Millard County. The RICE project is a Peaker system. It would be used for peak demands and has an opportunity of off-system sales that would allow UAMPS to sell to the market when the price is high. This would offset our project costs and the income from the sales would be credited to our monthly power billing from UAMPS. There is a similar unit in Nephi used by UMPA. They are small buildings. The RICE building is approximately 500 X 100. Councilman Wood has meetings with UAMPS this coming week and they would like to know at that time if Holden would like to be a part of the project. Question from audience member- Will the town get a cut in power fees?- Not a cut in the price of power but there would be lower power transmission fees. ?How much power would the town/ Millard county get? - That is yet to be determined and may depend on the amount of power that is required at various times. It is possible the town will be able to have a purchase agreement toward the power purchase. The town will have a minimal cost to be a part of the RISE project. Not sure what that cost will be as the project is in the beginning stages. The area in Millard County has not yet been determined. David Wood motioned to move ahead with the RISE project, contingent on UAMPS attorneys wording on contract findings. Phil Whatcott seconded. Roll was called; , LaRee Stephenson- yes, Tamara Dallin-yes, David Wood - yes, Phil Whatcott- yes, Mayor Fox-yes Voting was unanimous. d.Phil Whatcott -Fire Department *This past week in the Millard County Chronical there was an article on volunteer fire fighters and the need for more volunteers in the county. The county ambulance volunteers get paid when they go on a call, should this be the same for the volunteer firefighters? Those volunteer firefighters who have a red card (wild land firefighters) get paid to go on wildland fire calls, or rather the department gets the money. Should our local volunteers be getting a percentage of the money that is brought in from fighting wildland fires? Water *At the pre-bid meeting for the well project on October 2, 2024 there were six companies in attendance. The bidding companies have until October 16 to submit their bids for the test well. Sunrise Engineering will preview the bids to make sure all the companies are bidding on the same items. In October there will be a meeting to look over the bids, open them and review the total bid cosst. The bids will then go before the town council in November to choose the company to drill the test well. *The town received a notice from Pahvant Valley Water users that on November 13, 2024 there will be a meeting on the Parowan Valley groundwater, at the Millard County Courthouse. *Lead and Copper project- All surveys needed to be completed and turned in by the 15th of October. Public works had an employee go out and collect the surveys from those who hadn't turned them in as of the 4th of October. 7. New Business Citizen wondered about the towns long term master plan and if it has been finalized yet? -The town hasn't seen a final draft yet. The Mayor will look into the progress of the master plan. *Public works asked Thane Hillestad to sand and re-paint the town welcome sign at the North end of town. Thane has been working on it but it is a slow process. He is going to find someone to help him with the project. 8. Outstanding Business 9.
