Notice is hereby given that the Central Wasatch Council Stakeholders Council will hold a meeting on Wednesday, November 20, 2024, beginning at approximately 3:30 P.M. You may attend the meeting at the anchor location: Millcreek City Hall located at 1330 E. Chambers Avenue, Millcreek, UT 84106, or virtually by registering at the below link. Please take notice that a quorum the Board of Commissioners (the 'Board') of the Central Wasatch Commission (the 'CWC') may attend the meeting of the Stakeholders Council scheduled for Wednesday, November 20, 2024; beginning at 3:30 P.M. The agenda for that meeting of the Stakeholders Council is accessible here: Utah Public Notice Website, the anchor location, The Salt Lake Tribune, and Deseret News.
Civility and decorum should be applied in all discussion and debate. Difficult questions, tough challenges to a point of view, and criticism of ideas and information are legitimate elements of a free democracy in action. Public officials and the public are encouraged to refrain from making belligerent, personal, impertinent, slanderous, threatening, abusive, or disparaging comments.
3:30 P.M. Opening
1. Chair John Knoblock will open the public meeting as Chair of the Stakeholders Council of the Central Wasatch Commission.
2. Chair Knoblock will call for a motion to approve the minutes of the September 18, 2024 Stakeholders Council meeting.
3:35 P.M. Big Cottonwood Canyon Environmental Assessment Presentation
1. Devin Weder from the Utah Department of Transportation will discuss the Big Cottonwood Canyon Environmental Assessment.
3:55 P.M. Board Retreat Discussion
1. Staff will discuss the November 1 Board Retreat.
4:05 P.M. Mixed Breakout Groups
1. Discussion prompts:
a. How does the transportation system affect and support the other system groups in the Central Wasatch? How do the other system groups affect and support transportation?
b. How can the transportation system positively impact, and best fit into, the larger Central Wasatch system and its other components?
4:25 P.M. Mixed Breakout Group Reports
1. Each breakout group will summarize their discussions for the Stakeholders Council.
4:35 P.M. Mixed Breakout Groups
1. Discussion prompts:
a. What existing transportation/transit projects could the CWC plug into?
b. What new transportation/transit projects could the CWC spearhead?
c. How can the Stakeholders Council and its Transportation System Committee help these projects move forward?
4:55 P.M. Mixed Breakout Group Reports
1. Each breakout group will summarize their discussions for the Stakeholders Council.
5:05 P.M. 2025 Meeting Dates
2. Stakeholders will determine their 2025 meeting dates.
5:10 P.M. Committee Membership and Leadership
1. Stakeholders may request to join System Committees:
a. Millcreek Canyon Committee
b. Environment System Committee

1. (Action) Consideration of a letter drafted by the Transportation System Committee to the CWC Board concerning the study of baseline conditions in the tri-canyons.
5:20 P.M. Staff Announcements
1. Stakeholders Council membership updates.
2. Central Wasatch Symposium on January 9-10, 2025.
3. Youth Council announcements:
a. Outdoor Film Festival was a success.
b. Tabling opportunities.
c. Other.
4. Next board meeting is December 2, 2024.
5. Thank you to Millcreek for continuing to host our meetings.
