MAY 16, 2024, AT 7:00 PM The Panguitch City Library Board meeting was held at the Panguitch City Library at 25 South 200 East Those in attendance were Lucy Sarles, Verlaine Spencer, Tracy Wright, Durell Dar, Laura Woodbury, Shannon Fawson, Jon Torgerson and Julie Bishop APPROVAL OF THE MINUTES Jon Torgerson moved, seconded by Tracy Wright to approve the minutes with the 3 corrections. The motion passed with all in favor. FRIENDS OF THE LIBRARY UPDATE Julie Bishop reported the friends had 3 solid people committing to positions on the Friends of the Library committee. They are working on plans for a booth at the Quilt Walk. Durell Darr reported that she found some bookcases for a lower cost than previously thought. SUMMER FOOD PROGRAM UPDATE Tracy Wright reported that the food program got approved and they already received 2 pallets of food boxes that will be available for pick up on Thursdays. Byrce City and Escalante will also be participating in the program. BOOKMOBILE UPDATE Lucy Sarles reported that the new bookmobile had been delivered and it has now been wrapped. It holds 1,000 less books than the last one so they are working on finding space on shelves. Lyle is retiring in July. There was discussion, once the job listing was posted by the state, that the library should share the word. LIBRARIAN BUSINESS Lucy Sarles reported there might be a grant available for a community program. She asked to wait to hear back on the possibility of that grant to then discuss volunteers, schedules, etc. The technology grant the library got was used for 3 CPUs, 1 color printer, and 2 monitors. Color printer is not working, Lucy will work with Glenn to fix. Tabled discussion on patron usage of it. Patrons can now print from their personal devices to the large Canon printer via Wi-Fi. There was discussion on Goals and Vision, Certification Standards and 3-5-year plan. Lucy will work to get the most current one sent out to the board for review. The topic was tabled. Policies we have currently are: - Computers/internet - needs reviewed. - Collections - discussion on taking out criteria for publication date o Form for disliked books by patrons - Inter-library loan - done through bookmobile, need signage There was a discussion on the Collections Policy. This topic needs to be discussed more and voted on in a future meeting. LIAISON FOR LIBRARY BOARD Lucy Sarles chose Julie Bishop to be the liaison from the library board. Laura Woodbury made a motion, seconded by Tracy Wright to have Julie Bishop be the Library Board liaison. The motion passed with all in favor. LIAISON FOR FRIENDS OF THE LIBRARY Verlaine Spencer chose Clay Meldrum to be the liaison from Friends of the Library. Jon Torgerson made a motion, seconded by Tracy Wright to have Clay Meldrum as the Friends of the Library liaison. The motion passed with all in favor. BOARD BUSINESS Tracy Wright reported that the 2024-2025 library budget is tentative, with a total of $59,200, including $8,500 in grants. The budget covers cost-of-living increases for staff and some library overspending, with all utilities continuing to be covered by the library due to its occupancy of more than 50% of the building. High costs include a $3,000 annual internet bill. Grants fund new materials, furniture, and daily operations, while Alan Ly from the state library recommended seeking private grants. Julie Bishop inquired about the budget process, and it was clarified that the library director controls the use of collections and grants. The library director has access to both a Library Funds credit card and a Panguitch City credit card with roughly a $1,000 monthly limit for purchases. Durell Darr reported that the Friends of the Library is becoming official and opening their own new bank account, the current bank account is not needed and should be closed. Lucy Sarles stated the current account will be closed and 2 new ones opened. Verlaine Spencer expressed concerns about the security of funds with Friends and expressed the need for a separate account for the librarian's discretionary use. Durell Darr and others questioned the legality and necessity of a separate account for funds raised in the library and controlled by the librarians, citing state practices and conflicts of interest. Julie Bishop suggested that if the librarians wish to fundraise independently, they create their own account independent of the library. Julie Bishop made a motion, seconded by Jon Torgerson, that the librarians will close current bank account and open a new one so the librarians have access to funds for the story time snacks and day-to-day things. The motion passed with all in favor. Julie Bishop stated that the current bylaws were unclear, items were in the wrong sections, and that she would like it to closer reflect the Trustee Manual. There was discussion on the history of the Panguitch City Library Board and that the bylaws were just updated at the last meeting. Julie Bishop stated that Article 2, Section 1 as well as all of Article 3, should be looked at first. There was discussion on meeting dates, times, and frequencies. It was suggested it be updated how she liked as an example and brought back for discussion. Julie Bishop made a motion, seconded by Shannon Fawson to table the by-laws to the next board meeting. The motion passed with all in favor. Julie Bishop made a motion, seconded by Laura Woodbury to keep the schedule as it is, once per quarter. The motion passed with all in favor. SETTING OF NEXT MEETING The next meeting is set for August 22, 2024, at 7 p.m. ADJOURNMENT Durell Darr moved, seconded by Julie Bishop to adjourn at 8:59 p.m.
