Work Session
Blanding Veteran's Memorial - Tony Wojcik
Mr. Wojcik wanted to know from the council if they are still on board for the veterans memorial. He had a 3D rendering of his plan made by a local graphic artist. He went over the plans and talked about all the details of each element. Brandon Shumway was present and talked about some of the details as well. There was a general discussion about some of the details such as adding a storm drain, benches, pillars, kiva, flag, bushes, rock, etc. They talked about getting an engineer to help in the plans and getting approval from UDOT as well. They talked about closing that small section of road from the west side. Mr. Wojcik wants to make sure that it is all good to go before he spends a lot of money. They also discussed the pavers and how that will work and how people can donate and get their name on a paver. Mr. Wojcik wants to put some of this information in the paper and advertise the pavers. After the pavers are ordered, they will take 6-8 months to get them back. Mr. Wojcik is planning on the project taking about a year to complete.
Power & Natural Gas
The mayor and council continued their discussion on power and natural gas rates. Mr. Herring supplied the current connection fees and he also had a spreadsheet of what the number would look like with a 1, 2, 3, 4 and 5 percent increase for customers outside of city limits. The rate for sewer and water for out of city limit customers is double than that for in city limit customers. Mr. Herring talked about connection fees and construction costs for the different utilities. He also had a comparison of tax rates for inside city limits versus outside city limits.
Mayor Monson wanted to know the council's opinion on this subject to know if we need to move forward with these possible resolutions. There was a discussion on property taxes, sales taxes, annexation, enticement for annexation, contracts for annexation, the city owning the power and gas company, connection fees, stub fees, etc. Mr. Herring said that we do have some incentive to build inside city limits. We have a $7500 in fill program and a $2500 Rocky Mountain Program. There were differing opinions on whether rates should be raised or not. It was ultimately decided to not raise rates right now. If the need or want comes up in the future, spreadsheets have been saved and it will be easy to look at numbers and punch in new possible rates.
Development
Mr. Herring has set up a meeting with Bret and he wants him to invite developers and contractors to come and share what are the obstacles in their way of development. And letting us know how the city can help. It's Mr. Herring's understanding that roads, curb, gutter is one of the biggest costs and obstacles. Mr. Herring wants to know if we need to change ordinances, within reason, to make developing easier.

Reports
Mayor
Mayor Monson stated that we need to think about and consider what we want to do with the UAMPS board member. They can choose anyone they want to represent Blanding as the board member. A decision needs to be made by the end of the year.
City Council
None
Finance Report - James Francom
The check register is attached to the packet. There are some big expenses there, like the road project.
Mayor Monson asked if we have seen some reimbursement on the deep well. Mr. Francom stated that we have been reimbursed for most of that, but not the change order that happened.
Councilmemeber Bowers asked about the sewer camera. It was budgeted for and it has been put to use.
Economic Development - Ben Muhlestein
There have been a few home based and regular business licenses given out.
Fall Festival: We've had very positive feedback from the Festival. We don't have solid ways to measure attendance, but we sold out of meal tickets, had more than 500 inflatable tickets given out and had successful events. We feel that we had around 2,000 people in attendance.
Marathon: Registrations continue, we are working to finalize details as we get closer to the date. There are over 100 runners registered now and that number continues to grow. There are plenty of positions where we need volunteers.
Food Truck park options: We are brainstorming ideas for the Food Truck park. We have yet to decide costs, but there is quite a lot of room to play with. The average food truck is 16 feet long, we could give each 25 feet and easily house 7-8 along the sidewalk area. There is the possibility of adding other features here with our ample space, such as parking areas, centralized seating, electric car charging stations and more. Mr. Muhlestein provided a few visualized options, but not all the features are to scale.
The council discussed clearing out the whole lot and making it look good. They talked about adding power and water to the truck spots, parking options, and about how to rent out the spots. They all agreed that Blanding needs more food options.
Police Report - Chief JJ Bradford
Sgt. Hillhouse attended the TAC conference to learn about our technology requirements and access to the CJIS system. Officer Blake went to the South Valley SWAT School and won the Dan Thomas leadership and excellence award. We have gone live with the Price Spillman CAD. So far there have been no major problems, just a few loose ends and familiarization with the upgraded system.
Chief Bradford stated that there were two pretty serious crashes recently. One being a kid on a scooter. Councilmember Taylor stated that he has been looking at some of the laws concerning electric scooters and bikes. Certain classifications of vehicles are supposed to have certain riders and some even require a license. Mayor Monson stated that he has been trying to look up some scooter statistics and they are not readily available. Councilmember Taylor explained that those kinds of statistics come from the DI-9 form that is filled out when an accident happens.
The homecoming parade went well and there were no major problems or complaints with the new route.
Court Report - Trent Herring
Total citations issued for August: 94 and September: 54
Total criminal cases that went through the court for September: 9 Traffic cases: 45 Small claims: 7

Signature Equipment: $14,975.00,

Advice and Consent Items
Senior Citizen Proposal
Mr. Herring and Councilmember Bowers met with Tammy Gallegos and Commissioner Stubbs and expressed our hope for the funds that are being given to the county. The city was thinking they could extend their hours and have an employee teach and lead a class of sorts a couple times a month, possibly in the evenings. The county didn't seem too keen on that idea. Tammy drafted up a year-long activity program, complete with ideas for each month, including activities and supplies needed for each activity and the cost of said supplies.
Councilmember Bowers talked with some of the seniors and they agreed that they don't need longer hours. They think that having the activity during operating hours would be fine.
Council gave advice and consent to keep pushing forward with this effort.
Support Letter for SJC Road Maintenance Grant up to Nizhoni Campground
They want to lay mag chloride all the way to Nizhoni campground. It was agreed that that would be great. Mr. Herring stated that they may want to use some water during the project and they wanted to know if we'd be willing to donate water. Mr. Herring said that we have a well up there that they may be able to access water from. Council gave advice and consent to provide a letter of support.
