TOWN OF JOSEPH MINUTES OCTOBER 3, 2024 PRESENT: Troy Campbell, Mayor Jared Campbell, Doug Nowell, Dan Jessop, Nikole Campbell, Marty Anderson, Peggy Smith, Sue & Gene Gestring, Haley Obray ABSENT: Terry Balch PRAYER:Troy Campbell PLEDGE OF ALLEGIANCE MINUTES: Marty Motioned to accept the minutes, Doug seconded the motion. MAYOR UPDATES: The Fraud Assessment needs to be filled out and signed by the mayor and then turned into the state. The mayor will check it out. The town applied for the T-Mobile Community Grant. The funding would go towards the patio, fencing around the basketball court, and a new sprinkler system for grass and trees. We hope to hear from them soon. All the hydrants have been painted and look good. The mayor would like to look for grant money to update our hydrants. He will talk to Tyler Timmons to look also. Doug mentioned that all the street lights are working. Nikole contacted the power company about a pole on Peggy's property that was out. She was told that if it's on private property the owner is responsible to pay the fee. They would like contact info for the customers that own the old gas station where the FedEx trucks park. WATER: Kelly Crane was unable to come tonight, but he has been able to make it so we can keep our grant money to update Cold springs. A&D Jensen is just working on their scheduling and plan on doing it spring of 2025. He has not met with the Christensen's yet. The mayor will set a meeting up. All are invited. Kelly has drawn up an easement for Alder Lane. The council has plans to take Alder Lane and adopt it into the town so the Gestrings and Reeds will have access to their houses. The mayor will go by and look at what he has. Marty has everything updated on the Lead and Copper document. He said he has about 20 customers he needs to recontact. Nikole will share the document with Kelly. PLANNING COMMISSION: Dan and Rulon Jessop got the permit for the septic system to build a home on 273 N 100 W. He worked with Jason Bagley with the health department. Marty motioned to accept the plans as proposed approved by the PC. All were in favor. Marty made a motion to approve a water meter at this address, Troy seconded the motion. They will come to the office and pay for the Impact fee. The Mayor felt like the fence ordinance was an opinion and he didn't like opinions. He wanted it spelled out plainly. He made his own changes and suggestions to all three paragraphs. Peggy will take the suggestions back to the PC to make changes and they will bring it back to the council. MISCELLANEOUS: The town is holding a Halloween party on Monday the 28th @ 6:00pm. Randy and Laura will make doughnuts and the YM YW will do a haunted house. Trunk-or-Treat will be on Halloween @ 5:30 at the JCC. The council will do dinner & decorating prior to our Town Council meeting on December 5th. The Town Christmas Party will be Dec 16th @ 6:30. We need to find a santa. Marty motioned to adjourn the meeting Troy 2nd the motion. All were in favor.
