Community Economic Opportunity Advisory Board Minutes Date: June 10 2024 Daggett County Commission Chambers 95 North 1st West, Manila Utah 84046 Meeting called to order: 4:10 pm Present: Alena Old Horn- Secratary, Justin Von Eberstein- Chair, Traci Frost- Vice Chair, Jessie Platt- Daggett County, Matt Tippetts- Daggett County, Kathi Knight- Mayor Virtual: Zach Whitewell- DWS, Lori Haslem- Center for Rural Dev Absent: Guests: Peggy White- Economic Development, Steven Wood- Daggett County Approval of Minutes: Jesse motioned to approved minutes from May seconded by Justin and Traci. Unanimous approval. Old Business: Pickleball court on track to be ready by 4th of July except for the fence. Permits and licensing through the Forest Service have been started for the Ski Resort project. New Business: Matt made a motion to vote Alena Old Horn as the secretary contingent on the commissions appointing her. Motion passed. Contracts with UDOT were signed to have contractors install signs in town. New Workforce Development training program introduced. Peggy also brought up a course through Utah State University Rural Online Initiative. One month course, $20 fee that we could try to reimburse, 9 course module. He wants to have an introductory meeting (that is free) to get interest from the community. A womens business course was also brought up through UBTech. Justin proposed we finalize the rubric for the grant requirements. The grant needs to be sent in by Sept 1. Re-granting program is allotted $50K. The requirements for businesses who want to apply were talked about in more detail. The taxes, the types of projects within the businesses that would be approved, and the application process. There is a lot of desire to start a bike shop or bike rental shop. Electric bikes would make a great addition to that. $100K is being allocated to the ski resort to continue moving that project along. There is nothing more impactful to our community in the pipeline than the ski resort. $50K for regranting to businesses, $10K for training. But the numbers are flexible and we can move funds where we think they would be better spent. The ROI training will be approximately $450-500 so we could move $5K from training budget to regranting or ski resort. The ROI training could be directed towards high school juniors and seniors for part time jobs, as well as everyone else in the community to provide more jobs in the off season. No equipment is needed, it is all on the responsibility of the participants to have their own internet, computer and other pertinent gear. We are considering offering quarterly ROI courses so people can start at other times of the year. $100K for ski resort, $55K for regranting, $40K for Peggy's salary, $5K for training. Traci made a motion to adopt a change of the grant funds. It was seconded by Jesse. Unanimous agreement. $7.3 million was funded for a medical clinic to replace our current one. Extra spaces will be available for a dentist's office, fitness center with exercise equipment and a conference space. If things go well, groundbreaking will happen this Fall. Meeting Adjourned: 5:45
