Community Economic Opportunity Advisory Board Minutes Date: August 12 2024 Daggett County Commission Chambers 95 North 1st West, Manila Utah 84046 Meeting called to order: 4:01 pm Present: Alena Old Horn- Secretary, Traci Frost- Vice Chair, Jessie Platt- Daggett County, Matt Tippetts- Daggett County Commissioner, Troy King- facilities, Jacob Koger- facilities, Kathi Knight- Mayor Virtual: Zac Whitwell- DWS Absent: Justin Von Eberstein, Maretta Bair, Guests: Peggy White- Economic Development, Steven Wood- Daggett County Approval of Minutes: Jessie motioned to approve minutes from June seconded by Alena. Unanimous approval. Old Business: Visitors (Randy Walker, Lori, Kevin H) wanted to let the commission and board know that they appreciate the pickleball court. Randy is grateful for the asset added to the community through the pickleball court. It has attracted more interest than initially thought. Jessie and Randy would like to organize a small pickleball competition before winter hits. They play Mondays, Wednesdays, and Fridays at 0800 and most Saturdays. New projects for the community include a bike and walking path funded by $3.7M. A proposed ski resort is also in the pipeline. It is in the Greendale junction near the UDOT road shed. A new community health and social services building is also planned and funded by $7.3M. A new gun range is also in progress for the county. Update on Pickleball court: phase one is almost complete, the fence is almost done, and the north side of the court might be filled with sod or rubber. A donation box is being considered for the upkeep of the pickleball court. Great success has been seen for the sewer dump donation box. A sign with the pickleball rules is on the list to be made for it as well. Welcome signs update: The RFP will go out after Daggett Days for the signs. We have two local companies that have expressed an interest in doing the signs. Two separate RFP's might be put in for the building and the installation of the signs. Rodeo Grandstands Update: Troy updated on them. Hold off on the grandstands, ask for more money next year so that we can put more in all at once. We would also like to ask for some money from TRT to redo the fence, cut down trees. Budget was $140,000 and low bids came in at $400,000. They will still be mostly wood, but there will be some features that will be metal. TRT money will be used for temporary seating. The Charlie Jenkins concert from last week had 250-270 people in attendance, the band was pleased with the venue, and it was a great success. Ski Resort Update: a representative from the governor's office and Keith Heaton came for a site visit and they are going to keep pushing on to the next step within the next week. Once the application is put in with the Forest Service, we will most likely be required to do an environmental impact study which could possibly take 3-4 years. It just depends on what they want to see for the environment. If this project could be done before the 2034 Olympics hosted in Utah, there is talk of this resort being a venue for it. New Business: Kathi Knight (Mayor) filled the missing Membership position. No other new business. Finalize CEOAB Strategy Open Discussion: Peggy will turn the grant in on Wednesday and would like feedback before then before 0900 then. Are we going to exclude people who do not have a business plan before applying for the grant? Will we be able to help them fully meet the qualifications to get a business plan going before they are able to apply? Rodney Beckstead has inquired about a driving range on his property. He needs water on the property but cannot access any and may have to drill a well. Grants were approved on the ongoing $300,000 for the Ski Resort. We will need an extension on the contract but the annual report went through.
