UTAH LEAGUE OF CITIES & TOWNS BOARD OF DIRECTORS MEETING LOCATION: ULCT OFFICE, 50 S 600 E, SUITE 150, SALT LAKE CITY, UT 84102 & VIA ZOOM MONDAY, NOVEMBER 4, 2024 @ 9:30 AM 1) Welcome and Introductions - Mayor Troy Walker, ULCT President 2) Administrative Items - Mayor Troy Walker, ULCT President ACTIONS: Review & approval of Minutes, call for conflict-of-interest disclosure HANDOUTS: DRAFT October 7, 2024 Board Minutes ULCT Conflict of Interest Form 3) Advocacy Update - Justin Lee, Deputy Director & Cameron Diehl, Executive Director - Fentanyl Task Force - Homelessness principles - Water Issues - Tourism work group - Outdoor Recreation Grant policy change - CHA follow-up & recommendations Board deliberation questions (follows October worksheet & November companion document): a) Is there anything you would like to add or change in the staff recommendations for: i. Section 1 (financing, product, process) of the worksheet companion? ii. Section 2 (public assets; see memo) of the worksheet companion? iii. Section 3 (zoning) of the worksheet companion? 1. What metrics could be included in MIHPs to help cities plan? 2. Recognizing the State Housing Plan will not be substantially complete until after the 2025 session, what changes are appropriate this year to address concerns? 3. What do you think about the staff recommendation on i) state zoning overlay, and ii) the floating overlay for ownership within section 3, for a) single-family detached and b) condos? 4. Parking: The tradeoff of reduced covered parking requirements for affordable owner-occupied units? b. Questions for future Board meetings: 1) State Housing Plan principle: 'Regional and holistic approach to housing and infrastructure:' i. What is our current infrastructure capacity, what are our current local government bonding obligations, and how can the state and local governments best partner on bonding or other means to finance infrastructure to unlock housing? 2) Within section 3 of the housing worksheet, if momentum builds for state action to require cities to allow detached ADUs under some circumstances, how much political capital should we spend on the issue?
