Agenda Items:
1. Discussion and approval of the 2025 fiscal budget for the town of Mantua.
According to finance clerk Ronald Wallace, it is not necessary to exhaust the entire $200,000.00
grant at once; instead, we can use a portion of it and match the amount. Wallace and the town
council recognized that Keith Johson stated that the pickleball courts need a total of around
$200,000.00 is needed to finish the construction of the pickleball and tennis court. Of this
amount, it is projected to use $100,000.00 from the LWCF grant, with the remaining $100,000.00
coming from the town. Wallace has indicated that the town currently has $70,000.00 in impact
fees from 2023, with an additional $15,000.00 that will be carried over. It is projected that the
town will also receive $30,000.00 for the following year. If the $30,000.00 from the next year is
not factored in, Wallace estimates that the town will have $84,000.00 available.
2. Presentation by Keith Johnson regarding Maple Springs Park and potential funding needs for the
upcoming year.
Keith Johnson presented a proposal for funds to build pickleball courts and tennis courts at
Maple Spring Park. He discussed the need for guidance on the project and highlighted concerns
about the budget and logistics of the construction. Johnson suggested accepting a bid from
backyard pickleball for up to $220,000.00 contingent upon the LWCF grant approval. The motion
was seconded, and after discussion, the budget for the fiscal year was approved with additional
impact fees. The decision was made to move forward with the project, pending the grant's
approval.
3. Presentation by Ryan Fromm on the proposed subdivision project and its impact on the community.
Attendance confirmation of Jim Flint and Brent Keller at the meeting with Ryan Fromm to
address any concerns or questions.
Jim Flint and Brent Keller presented a summary related to Ryan Fromm and the Fromm
subdivision, which consists of three lots with a road being built. The discussion revolved around
the funding provided by Ryan Fromm the road construction, the design of the subdivision, and
the impact on the town. There were concerns raised about liability issues, access points, and
potential payback agreements for road construction costs. The urgency to meet deadlines and
get approvals for building permits was emphasized, considering the financial investments made
by Fromm. The possibility of exploring pioneering agreements or payback agreements with
property owners for road infrastructure was discussed, although no decisions were made due to
the lack of existing provisions in the town's regulations. The meeting concluded with a motion to
further review the details and deadlines for submission of required documentation.

Karen Nelson made a motion to adjourn, Jared Jeppsen seconded.
