The American Fork City Council will hold a public hearing in conjunction with the regular session on Tuesday, October 22, 2024, in the American Fork City Hall, 31 North Church Street, commencing at 7:00 p.m. The agenda shall be as follows:

- Receiving public comment on the vacation of a transportation easement located at approximately 250 West and 700 South.
REGULAR SESSION

COMMON CONSENT AGENDA
(Common Consent is that class of Council action that requires no further discussion or which is routine in nature. All items on the Common Consent Agenda are adopted by a single motion unless removed from the Common Consent Agenda.)
1. Approval of the September 24, 2024, city council minutes.
2. Approval of the October 1, 2024, work session minutes.
3. Approval of the October 8, 2024, city council minutes.
4. Approval of the authorization to release the Improvements Durability Retainer of $1,370,172.50 for Deer Park Phase 1, located at 42 East 1100 South.
5. Approval of the authorization to release the Improvements Durability Retainer of $8,674.56 for Parc on 5th Phase 1C, located at 434 South 600 East.
6. Approval of the authorization to release the Improvements Construction Guarantee in the amount of $352,351.00 and issue a Notice of Acceptance for the Autumn Crest Plat F construction of public improvements located at 935 East 1060 North.
7. Ratification of city payments (October 2, 2024, to October 15, 2024) and approval of purchase requests over $50,000.
ACTION ITEMS
1. Review and action on the following appointments to committees and boards:
a. John Ragan, to the Historic Preservation Commission
2. Review and action on approval of a software license and maintenance agreement with Euna Solutions for Questica Budget Software.
3. Review and action on a resolution to consider the petition for annexation of the Chipman/Stake Center Annexation, consisting of approximately 24 acres at 515 South 100 West.
4. Review and action on an ordinance re-approving the Skidmore Annexation, consisting of 7.522 acres and located at approximately 100 East 1500 South, including the ordinance of annexation, amended annexation agreement, acceptance of property for road dedication, and placement of the property in the Planned Industrial zone.
5. Review and action on an ordinance approving a zone change, known as 600 East Office, located at approximately 342 South 600 East. On approximately 0.56 acres, the property proposes to change from the General Commercial (GC-1) zone to the Planned Commercial (GC-2) zone.
6. Review and action on consideration of approving a proposed use under Section 17.7.701(B)(1)(e) for Car Guyz Test Fit at 734 East 930 South.
7. Review and action on approval of the 2024 American Fork City Water Conservation Plan.
8. Review and action on an ordinance approving the vacation of a transportation easement located at approximately 250 West and 700 South.
