FAYETTE TOWN COUNCIL MEETING MINUTES
THURSDAY, AUGUST 1, 2024
LOCATED AT FAYETTE TOWN HALL AT 7PM
FACILITATED BY MAYOR JED BARTHOLOMEW
CALL TO ORDER: 7:00PM
ROLL CALL: Jed Bartholomew, Mayor, Keith Bartholomew, Melissa Mellor, Bryan Lyman, Rusty Jones
PRAYER: Melissa Mellor
1) REVIEW MINUTES: Bryan made the motion to accept the minutes. Melissa seconded the motion. The minutes were passed.
2) REVIEW EXPENDITURES: Melissa made the motion to accept the expenditures. Bryan seconded the motion. The expenditures passed.
3) RYAN'S CONCERNS: The Ryan's situation is going to be fine.
4) FENCE UP TO THE PUMP HOUSES: We got 2 bids for doing the fence up to the Pump Houses. One from Cluff's Fencing and the other one from Bown Construction. We agreed to take the Bown offer as they offered to do more and their bid was less than Cluff's. Bryan made the motion to let the Bown Construction do the fencing. Not to exceed $5000. Rusty seconded the motion. The motion passed.
5) TALK ABOUT ANOTHER MAINTENANCE PERSON: We needed to get some other person to help us do odd jobs around Town. The Mayor was contacted by Don Kitchell offering to do something around Town. Also we had a young man wanting to help also. So the Mayor suggested we use both of them to do the Cemetery and one do the signs and fix things in Town. So we agreed to hire Don and Aniceto to help us out. Pay would be $15 an hour. Keith made the motion to hire both men to help us for $15 an hour. Melissa seconded the motion. The motion passed. Aniceto would do the Cemetery and Don can do the signs and help around Town.
6) REPLACEMENT FOR RUSTY: Rusty is moving, but it might take a few months. We had one person attend tonight who might be interested, Diana Lockwood said that she would be interested in taking Rusty's position on the Council. We will let him stay for as long as he wishes!
7) FLOOD CONTROL- MEETING: The Clerk attended a meeting on the Floodplain Plan for our area in Sanpete. We would have to have a Floodplain map and an Ordinance for the Floodplain for the Town in the future. They have Grants available to help us when we feel we need to have one in our area. We also need to update the map that they showed us.
8) WATER REPORT: The water is doing good and the pumps are all fixed. Jordan is turning in the test samples on time and helping read meters in town. He is almost ready to take the test to get his Certificate.
9) P&Z REPORT: Nothing to report. Doing well!
Cade Penney was in attendance tonight from R6. We need a General Plan done for Town again to update it. We asked him to help us with it. He also mentioned when the Grants are coming up again, so we need to apply for them. Jed said he is getting ready to apply in October.

TOWN COUNCIL ITEMS:
JED BARTHOLOMEW, MAYOR: Office, Cemetery, Grants
The Council members still need to take the Open Meeting test and turn in the Certificates to Kathi.
BRYAN LYMAN: P&Z, Park, Weeds: Bryan reported that this last time they sprayed they did a Great job! Bryan said that they will use that combination the next time too.
MELISSA MELLOR: Newsletter, Animal Control, Water
RUSTY JONES: Cemetery, Website, Flags
KEITH BARTHOLOMEW: Emergency Preparedness, Celebrations, Fire
ADJOURNMENT OF TOWN MEETING: Melissa made the motion to adjourn the meeting. Bryan seconded the motion. Meeting was adjourned at 8:16pm.
