The Utah Board of Oil, Gas and Mining meets Wednesday, October 23 at 9 a.m. at the Department of Natural Resources building at 1594 West North Temple in Salt Lake City. The meeting will be streamed live on the Department of Natural Resources YouTube channel at https://www.youtube.com/live/jcsLxWUEbzw. Division of Oil, Gas and Mining staff will conduct a briefing session at 9 a.m.: 1. Ratification of the proposed 2025 board hearing schedule 2. Opportunity for public comment Board members will hear the following matters after the briefing session: 1. Docket No. 2024-056 Cause No. 132-55 - In the Matter of the Request for Agency Action of OVINTIV USA INC. for an order pooling interests, including the compulsory pooling of the interests of certain non-consenting owners in the Colorow UT 16-7 4-2-7-6-1H Well, in the drilling unit established for the production of oil, gas and associated hydrocarbons from the Lower Green River-Wasatch Formations comprised of all of Sections 6 and 7, Township 4 South, Range 2 West, U.S.M., Duchesne County, Utah (The Board will consider the recommended findings of fact and conclusions of law generated by the Hearing Examiner from the proceeding on October 16, 2024.) 2. Docket No. 2024-057 Cause No. 132-56 - In the Matter of the Request for Agency Action of OVINTIV USA INC. for an order pooling interests, including the compulsory pooling of the interests of certain non-consenting owners in the Pekepovits UT 1-14 4-3-12-1-7H Well, in the drilling unit established for the production of oil, gas and associated hydrocarbons from the Lower Green River-Wasatch Formations comprised of all of Sections 1 and 12, Township 4 South, Range 3 West, U.S.M., Duchesne County, Utah (The Board will consider the recommended findings of fact and conclusions of law generated by the Hearing Examiner from the proceeding on October 16, 2024.) 3. Docket No. 2024-062 Cause No. 132-59 - In the Matter of the Request for Agency Action of OVINTIV USA INC. for an order pooling interests, including the compulsory pooling of the interests of certain non-consenting owners in the Pekev UT 2-29 3-1-29-32-1H Well identified herein, in the drilling unit established for the production of oil, gas and associated hydrocarbons from the Lower Green River-Wasatch Formations comprised of all of sections 29 and 32 Township 3 South, Range 1 West, U.S.M., Duchesne County, Utah (The Board will consider the recommended findings of fact and conclusions of law generated by the Hearing Examiner from the proceeding on October 16, 2024.) 4. Docket No. 2024-061 Cause No. 132-58 - In the Matter of the Request for Agency Action of OVINTIV USA INC. for an order pooling interests, including the compulsory pooling of the interests of certain non-consenting owners in the Pekev UT 2-29 3-1-28-33-7H Well identified herein, in the drilling unit established for the production of oil, gas and associated hydrocarbons from the Lower Green River-Wasatch Formations comprised of all of Sections 28 and 33 Township 3 South, Range 1 West, U.S.M., Duchesne County, Utah (The Board will consider the recommended findings of fact and conclusions of law generated by the Hearing Examiner from the proceeding on October 16, 2024.) 5. Docket No. 2024-065 Cause No. 132-60 - In the Matter of the Request for Agency Action of XCL RESOURCES, LLC on behalf of XCL ASSETCO, LLC for an order pooling all interests, including the compulsory pooling of the interests of certain non-consenting and unknown owners, within a 2,560-acre (or substantial equivalent) drilling unit established for the production of oil, gas and associated hydrocarbons from the Lower Green River-Wasatch (Colton) Formations, comprised of Sections 28, 29, 32 and 33, Township 2 South, Range 2 West, U.S.M., Duchesne County, Utah (The Board will consider the recommended findings of fact and conclusions of law generated by the Hearing Examiner from the proceeding on October 16, 2024.) 6. Docket No. 2024-066 Cause No. 132-61 - In the Matter of the Request for Agency Action of XCL RESOURCES, LLC on behalf of XCL ASSETCO, LLC for an order pooling all interests, including the compulsory pooling of the interests of certain non-consenting and unknown owners, within a 1,280-acre (or substantial equivalent) drilling unit established for the production of oil, gas and associated hydrocarbons from the Lower Green River-Wasatch (Colton) Formations, comprised of Sections 29 and 32, Township 2 South, Range 2 West, U.S.M., Duchesne County, Utah (The Board will consider the recommended findings of fact and conclusions of law generated by the Hearing Examiner from the proceeding on October 16, 2024.) 7. Docket No. 2024-067 Cause No. 132-62 - In the Matter of the Request for Agency Action of XCL RESOURCES, LLC on behalf of XCL ASSETCO, LLC for an order pooling all interests, including the compulsory pooling of the interests of certain non-consenting and unknown owners, within a 1,280-acre (or substantial equivalent) drilling unit established for the production of oil, gas and associated hydrocarbons from the Lower Green River-Wasatch (Colton) Formations, comprised of Sections 30 and 31, Township 2 South, Range 2 West, U.S.M., Duchesne County, Utah (The Board will consider the recommended findings of fact and conclusions of law generated by the Hearing Examiner from the proceeding on October 16, 2024.) 8. Docket No. 2024-068 Cause No. 132-63 - In the Matter of the Request for Agency Action of XCL RESOURCES, LLC on behalf of XCL ASSETCO, LLC for an order pooling all interests, including the compulsory pooling of the interests of certain non-consenting and unknown owners, within a 2,560-acre (or substantial equivalent) drilling unit established for the production of oil, gas and associated hydrocarbons from the Lower Green River-Wasatch (Colton) Formations, comprised of Sections 29, 30, 31 and 32, Township 2 South, Range 2 West, U.S.M., Duchesne County, Utah (The Board will consider the recommended findings of fact and conclusions of law generated by the Hearing Examiner from the proceeding on October 16, 2024.) 9. Docket No. 2024-007 Cause No. 199-05 - In the Matter of Request for Agency Action of PERCHETTI ENERGY HOLDINGS, LLC for an order requiring an accounting and payment of proceeds from ARB Energy Utah, LLC. 10. Docket No. 2024-069 Cause No. 196-53 - In the Matter of the Notice of Agency Action requesting the Board issue an order forfeiting the bond covering the well identified as Vanover Fee 2, API Number 43-019-31105 and directing the Division to plug the well. 11. Docket No. 2024-055 Cause No. 130-36 - In the Matter of the Request for Agency Action of JAVELIN ENERGY PARTNERS MANAGEMENT LLC for an Order: (I) Amending the Board's Order in Docket No. 2017-028, Cause No. 139-151; (II) Amending the Board's Order in Docket No. 2018-008, Cause No. 139-155; (III) Amending the Board's Order in Docket No. 2018-022, Cause No. 139-159; (IV) Amending the Board's Order in Docket No. 2020-028, Cause No. 130-02; (V) Amending the Board's Order in Docket No. 2020-029, Cause No. 130-03; (VI) Amending the Board's Order in Docket No. 2020-030, Cause No. 130-04; And (VII) Amending the Board's Order in Docket No. 2020-031, Cause No. 130-05 as to long lateral horizontal well production of oil, gas and associated hydrocarbons from the Lower Green River and Green River-Wasatch Formations of: (a) Sections 13-36, T2S, R4W, U.S.M.; (b) Sections 13-36, T2S, R5W, U.S.M.; (c) Sections 3-10, 15-22 and 25-34, T3S, R4W, U.S.M.; and (d) Sections 1-36, T3S, R5W, U.S.M., Duchesne County, Utah. 12. Docket No. 2024-058 Cause No. 130-37 - In the Matter of the Request for Agency Action of OVINTIV USA INC. for an order: (1) Modifying and/or partially vacating (to the extent inconsistent with such modifications) the Board's Orders entered in Cause Nos. 139-90, 139-160, 130-10 and 132-31 to: (1) Instead establish lay-down drilling units comprised of (a) Sections 28 through 30, and (b) Sections 32 and 33, Township 3 South, Range 3 West, U.S.M., and (c) Section 31, Township 3 South, Range 3 West, U.S.M., and Sections 35 and 36, Township 3 South, Range 4 West, U.S.M., respectively, with certain caveats pertaining to existing wells; and (2) Reduce the heel/toe drilling unit boundary setbacks for such drilling units from 330 feet to 100 feet, all in Duchesne County, Utah. 13. Docket No. 2024-059 Cause No. 132-57 - In the Matter of the Request for Agency Action of OVINTIV USA INC. for an order pooling interests, including the compulsory pooling of the interests of certain unleased owners and the imposition of a joint operating agreement to govern operations upon them, in the drilling unit established for the production of oil, gas and associated hydrocarbons from the Lower Green River-Wasatch Formations comprised of all of Sections 25 and 36, Township 3 South, Range 2 West, U.S.M., Duchesne County, Utah. 14. Docket No. 2024-060 Cause No. 475-10 - In the Matter of the Request for Agency Action of KGH OPERATING COMPANY and ANSCHUTZ EXPLORATION CORPORATION for an order suspending Utah Admin. Code R649-3-2, R649-3-10 and R649-3-11(1) and (2) as to the Bonanza State Exploratory Unit, comprised of portions of Townships 9 and 10 South, Ranges 24 And 25 East, S.L.M., Uintah County, Utah. 15. Docket No. 2024-063 Cause No. 130-38 - In the Matter of the Request for Agency Action of WEM OPERATING, LLC for an order: (i) partially vacating the Board's Order in Docket 2017-028, Cause 139-151; (ii) partially vacating the Board's Order in Docket 2022-008, Cause 130-12; (iii) amending the Board's Order in Docket 2023-026, Cause 130-20; (iv) partially vacating the Board's Order in Docket 2024-003, Cause 130-26; (v) partially vacating the Board's Order in Docket 2020-004, Cause 130-27; (vi) amending the Board's Order in Docket 2024-030, Cause 130-32; and (vii) amending the Board's Order in Docket 2024-033, Cause 130-33 as to long lateral horizontal well production of oil, gas and associated hydrocarbons from the Lower Green River and Green River-Wasatch Formations of: (a) Sections 29-32, T4S, R3W, U.S.M.; (b) Sections 5-8 and 15-36, t4s, R4W, U.S.M.; and (c) Sections 1-2, 11-14, 23-26 and 35-36, T4S, R5W, U.S.M., all in Duchesne County, Utah. 16. Docket No. 2024-064 Cause No. 075-04 - In the Matter of the Request for Agency Action of COASTAL PLAINS ENERGY, INC., for an order suspending application of the Board's Orders in Cause Nos. 243-1 and 243-4 insofar as they pertain to Section 15, Section 16, the NE1/4 of Section 21, Section 22, the S1/2 of Section 23, and the N1/2 of Section 27 of Township 15 South, Range 9 East, SLM, Carbon County, Utah.
