The following are minutes from the Town Council Meeting held on September 18, 2024.

2. Approval of August 7, 2024 Town Council Meeting Minutes
a. Councilwoman Dallin had the clerk re-word line 64 from 'clean up in the event of the landfill closure' to closing the landfill. Line 71 changed to the same wording of paragraph one on the landfill resolution.
Phil Whatcott motioned to accept the minutes for the Holden Town Council Meeting held August 7, 2024. Tamara Dallin seconded. Roll was called, LaRee Stephenson- yes, Tamara Dallin-yes, David Wood - yes, Phil Whatcott- yes
Voting was unanimous
3. Payment of payroll/reimbursements and bills
a. The bills/payroll/reimbursement invoices dated August 12, 2024- September 16,2024 were given to the council before the meeting for review.

4. Petitions, Remonstrance and Communications
*None
5. Planning and Land Use- Ted Bennet
David Dallin will be adding a shed to his property for storing garden and landscaping equipment. The proper permits have been filed, the shed is within the appropriate setbacks and sizing.
Todd Troseth, the building contractor on the Shaw addition, is seeking permission from the town that the addition to the Shaw residence may be moved into even though the outside is not yet finished. Permission was granted from the inspector provided the town approves occupancy. The council approved occupancy to the addition.
6. Report of Officers
a. - Roads & Landfill
*Landfill permit Issue- Councilwoman Dallin along with Rod (Holden Public Works,employee) have met with Matt Sullivan from the State of Utah in updating the permit. The town needs to submit a letter from the fire chief that the fire chief will monitor the burning and dust control of landfill debris, twice a year.
*The new landfill resolution will be included with the building permit packets.
b. Parks, Recreation and CERT
*Councilwoman Stephenson has a cost on the springs for the broken Spring Riders at the park. Public works will check on the correct size so the spring can be ordered.
*The plexi glass has been ordered for the town sign. Thane Hillestad will be sanding and re-painting the words prior to the new Plexi glass being installed.
C..David Wood - Electric
*UAMPS is working on a generation project in Idaho and one that will be located in Millard County. Details are not yet available as the project isn't finalized yet. Wind projects are bringing in 90-120mw, Hunter power plant is generating 53mw. UAMPS has 6-7 projects in the works so that when coal power goes away there is a power source to replace the coal power generation. Power generation from dams is at about 40% as they are still having to deal with environmental concerns. The U.S. Bureau of Reclamation's 24- month study at Lake Mead Dam has changed to a variable flow. The study had a consistent bypass flow since it was started.
*AMI project is still in the works, but UAMPS is needing information from more venders.
*Town power concerns; Masners (1st North 200 West) will be remodeling their house and have begun by changing power coming into the house from the pole. Along with this there is a well on the property that once had power but it was disconnected. Masners would like to once again have power to the well. It was suggested that they connect the well through the power going to the house.
D. Christensen has been adding an addition to their home. The power meter is now on the inside of the addition. ?Has their contractor contacted the town or dixie power to get the power meter moved to the outside of the home.? Not to the councilman Woods knowledge.
d.Phil Whatcott -Fire Department
*Update on the fence line between Stevens and the fire department. The property owner has yet to take down the broken fence line. Public works and the fire department are waiting for the fence to be removed before materials are purchased.
Water
*Water leak protocol- When a property owner discovers a leak, the town public works department needs to be notified before and after the leak is repaired. The property owner may then be issued a discount on their water bill.
*Forty random town residents were selected to fill out a water line survey on their residence. These surveys need to be filled out and returned to the town so that they can then be sent to the state of Utah for the Lead and Copper project. This is the final stage of the project.
*Water project; Sunrise Engineering has advertised biding on the test well. There will be a pre-bid meeting on October 2, 2024 and opening of bids October 16, 2024. Once the bids have come in Sunrise Engineering will preview the bids to make sure they are all consistent within the parameters of the project. The town board will then review the bids and decide on the company to drill the test well.
*Leaks on residential property- Cyndy Tracy had a leak that was checked out by public works and will be granted a reduction of their water bill.
Mark Stephenson had a sprinkler valve that was leaking. The valve is being turned off until repairs can be made. Stephenson's are granted a reduction of their water bill.
7. New Business
*Set Payday each month- It has been decided that the town needs to have a set payday each month for town employees.
Phil Whatcott motioned that the 7th of each month be Pay Day. With paychecks being distributed on Friday should the 7th fall on a Saturday or Sunday. LaRee Stephenson seconded the motion. Roll was called; LaRee Stephenson- yes, Tamara Dallin-yes, David Wood - yes, Phil Whatcott- yes Voting was unanimous
*Town Facebook account- The clerk wondered about creating a Facebook account for the town of Holden. This account would be informational only and comments cannot be made or posted. Issues brought up; 1-Not everyone has Facebook, 2-feedback and comments would need to be approved, 3-someone would need to be the moderator, 4-the account would need a generic owner.
No decision was made on a town Facebook account.
*Danny and Sandy Thomas were in attendance to discuss an issue with the council regarding Sandy's application to join the fire department and the application being denied.

8. Outstanding Business
*The backhoe is still being worked on. Neil Stevens has been hired for backhoe services should the need arise.
