Salt Lake County will be submitting an application for funding to the U.S. Department of Housing and Urban Development (HUD) in response to the Pathways to Removing Obstacles to Housing (PRO Housing) Notice of Funding Opportunity (NOFO).
A draft application was provided for public comment on September 25, 2024.
This public hearing will provide an additional opportunity for input from stakeholders and the general public to ensure this application reflects the most pressing need of this funding in Salt Lake County.
Any interested party that would like to discuss the Final PRO Housing Application prepared by the County is invited to attend this public hearing on Friday, October 11th at 12:00 PM MDT. Background:
Salt Lake County (SLCo) is submitting a proposal under the HUD PRO-Housing program to implement two key activities aimed at reducing barriers to affordable and safe housing. These activities will strategically address both the preservation of affordable housing and the development of new units through a Community Land Trust (CLT) and Community Land Bank (CLB) initiative. The total funding request is $7 million, with $6 million allocated for a revolving loan fund and $124,000 for the establishment of the CLT/CLB through a technical assistance provider.
A draft application was posted on September 25th and Salt Lake County now has a final version that is available for input that will be published prior to this hearing.
Alignment with Salt Lake County Consolidated Plan:
The creation of this PRO Housing project, as outlined in the application, aligns with the current Salt Lake County Consolidated Plan. Salt Lake County's Consolidated Plan aims to identify the greatest needs in Salt Lake County through a public process and public input. Through this process, it was evident that there was a disproportionate need for greater affordable housing. The
housing shortage and the rapid rise in both home prices and rental rates have been particularly burdensome for special needs households: the elderly, large families, single-parent, minority, and disabled. A disproportionate share of these special needs households are very low and extremely low-income.
Public Input and Participation:
Salt Lake County encourages public input and participation in the development and implementation of PRO Housing funded projects. All comments are welcome, as affordable housing impacts every single resident of Salt Lake County and Utah as a whole.
Next Steps:
The final application will be submitted no later than October 15th at 9:59 MDT. Awards are expected to be announced by HUD in Spring of 2025. If awarded, Salt Lake County will immediately begin the creation and implementation of the PRO Housing program.
