6. Kerry Whiting: engineering Manager for Fibertel, info in putting a Fiber line run from Eagle Mountain to Tooele. Company does underground work, route up 36 west side and across to the East side Right turn up Honerine, and up Grant St. Underground until the end of Grant and then arial to Tooele they have Udot permits. Goal is to get up on poles. RMP won't let as a third party company connect lines that don't have power connecting. Why not stay on 36? Comcast wants to get folks connected. Want to do it once, no trenching they will bore it in the road and just have 3 bore pits. Pot hole any utilities. Aerial on Grant only 800 ft underground on Grant, 400ft on Honerine. Need waterlines map, Will give them Rod Wheelers info to see maps. Bore will be 5ft deep on the highway and 24-36 inches in the town. How close to homes? In the street right of way. Needs to be closer to the road. Kerry will adjust the lines and get it closer to the roads and farther from the property lines. 4- 1 and a quarter inch conduits on 36. Town 2- 2 inch conduits in town. 4 inch hole with bore, only thing that will go in conduit is fiber optic lines.
288 strands of wiring.
Joe Silverzweig 435-659-7380 from Comcast introducing the franchise agreement. Serve everyone in town with Comcast services. Excited to serve Stockton with service. The town does not have to provide anything or do anything but sign Franchise agreement.
Gary make a motion to recommend to the town council to approve line to go through the Town of Stockton with the line moved closer to the road. Will have new map completed by Thursday meeting. Comcast/Fibertel is responsible for any damages.
Will take just a couple days to go through the town. Hopefully will move pretty quickly. Should not inconvenience the residents. Need to get done by October 15th. Suggest to talk to Jared Rydalch with the Soldier Canyon Water to get info on the irrigation system. Dallin, Is good with the liability and the codes in case of damage. State laws and federal Laws apply. Blue stakes will be contacted. Door hangers will come out to give info to residents.
2nd Steve Oblad all in favor
Permit? Excavation Permit is needed.
Kerry will be here Thursday Joe may be here.
7. Daniel Jensen, Sunrise Engineering Sub division Code- purpose- 2023-2024 state made significant changes on the subdivision code, multiple bills. Intent- improve housing affordability, cities have so much red tape, want it to be the same statewide. State with workforce services, small cities to review sub code and make sure it follows state code, $14000 for small towns to get. SB 174. Want to make it so when a developer comes in to town there is a process. Will be review period dates. Deadlines. Key concerns- gets approved Administrative as possible, checked boxes. May have zone changes. Moves most all reviews to planning commission, and then Staff only. Basically everything has to be set up in the coded and general plan, Once it has been recommended to the council then staff only approves. Small towns will be P&Z, then recommended then Staff. Town can appoint a board. Cannot include mayor, town council member or p&z member. General Plan will need to be set. Annexing is still legislative. Applicant needs to submit a COMPLETE application. cannot review until complete, state mandated review timelines, mandated review cycle, town will have comments, review codes and make notes. CODE MATTERS! Sunrise reviews permits. Clerk check boxes. Who do we want to review?? Expert in the field can review. Code 10-14-6 article 8. Record of survey (meets and bounds) lot instead of platted lot, Mylar traditional plat. Plat is cleaner. Developer has to address all comments before they come back to get approval, Should be cut and dry, Administrative land use authority (p&Z) approval. Developers love changing their plans, they have to start over and pay new fees. Needs to be in adopted by end of year, bill got passed in March. General Plan- Big picture code- drives day to day. Code needs to be aligned with General Plan. General Plan will help Town receive Grants. How big do we want a subdivision? 10 instead of 5. Checklist or list everything in the ordinance? Easier to update. Expiration date of a preliminary plan, 12 months needs to be expired. State code says time frames should be 40 days, only applies to anything but business or agricultural.(time frames don't apply) Appeal- They can appeal to the Town Council. Prelim wants to come to P&Z. Required to have a public hearing for a preliminary plat. Final plat, engineer or the board 2 P&Z, cannot include Mayor or TC. PUD Large scale, follow general subdivision code, wave time limits. Overlay, Zone on top of a zone. 10-14,2-10
Done by Council October.
