UTAH LEAGUE OF CITIES & TOWNS BOARD OF DIRECTORS MEETING LOCATION: ULCT OFFICE, 50 S 600 E, SUITE 150, SALT LAKE CITY, UT 84102 & VIA ZOOM MONDAY, OCTOBER 7, 2024 @ 9:30 AM 1) Welcome and Introductions - Mayor Troy Walker, ULCT President 2) Administrative Items - Mayor Troy Walker, ULCT President & Nick Jarvis, Chief Operating Officer ACTIONS: Review & approval of Minutes, adoption of 2024-2025 meeting schedule, call for conflict-of-interest disclosure HANDOUTS: DRAFT September 3, 2024 Board Minutes DRAFT September 5, 2024 Business Session Minutes Proposed 2024-2025 Meeting Schedule ULCT Conflict of Interest Form 2024-2025 Board Orientation Book September 23, 2024 Board Orientation Slides 3) ULCT Board & Commission Reports & Appointments - Liam Thrailkill, Policy Analyst & Program Manager - ULCT Board sub-committees: Audit Committee, Amicus Committee - State Records Committee - Utah Watershed Council ACTION: Request volunteers for audit and amicus subcommittees, Recommend Todd Sheeran, City Attorney of Herriman, to the State Records Committee; Recommend Mark Stratford, General Counsel for JVCD to the Utah Watersheds Council HANDOUT: Boards & Commissions Memo 4) ULCT Board Nominations Committee Report - Council Member Kate Bradshaw, ULCT 1st VP ACTIONS: For information and discussion, potential action to study ex-officio board membershipvand nominations in other states HANDOUT: None 5) ULCT Engagement Report - Molly Wheeler, Deputy Director & Liam Thrailkill Policy Analyst & Program Manager - Local Administrative Advisor: Year one in review - Olympic Venue Cities Coordinating Committee ACTION: For information and discussion HANDOUT: LAA Annual Report to GOPB - July 2024 6) Advocacy Update - Justin Lee, Deputy Director & Cameron Diehl, Executive Director - Amendment D update & Session Expectations - Board Principles (adopted previously) -Housing -Homelessness -Transportation Utility Fee -Membership endorsed resolutions - Homelessness mitigation fund - Current concepts on state and local roles over land use and housing - ULCT parking proposal and nexus to affordable home ownership - Statewide planning efforts underway on housing & growth Discussion questions: 1) If the State of Utah provided some kind of secondary insurance to facilitate the financing of condos instead of apartments, would cities be willing to zone for taller and bigger buildings so long as the units are affordable and owner-occupied? 2) What do you think about the concept of the State of Utah creating an 'overlay zone' where a builder's project is automatically approved so long as the builder commits to build a percentage of units as affordable and owner-occupied units? 3) What do you think about the concept of the state setting objectives around affordable and owner-occupied units but deferring to local governments to determine where to zone for those units? 4) The State of Utah is undergoing a review of all state owned property to identify potential parcels that could be developed into owner-occupied, affordable housing units. The State is also looking at potential policy changes to SITLA to promote the public good of affordable home ownership. Are cities willing to inventory publicly owned land within our communities to facilitate affordable, owner-occupied units?
