The State of Utah DHHS and Local Public
Health Governance Committee Meeting
Approve Minutes: September 3rd, 2024
Grant Title Executive Committee Review Discussion
Leads Description
AIDS Drug Assistance Program (ADAP) Part 1 Emergency Relief Funding - this was reviewed last year with IPHS Exec, and we recommended that it be exempt from governance. There is no change in how this grant will be used (funds pay for medication, insurance premiums, and to support copayments, deductibles, and other co-insurance payments related to HIV care), no funding goes to DHHS personnel or contracts. Jordan and I discussed and agreed this should remain exempt and does not need review by IPHS Exec. We recommend approval as exempt from review by IPHS Exec or Governance. Jordan & Melissa Period: 4/1/2024-3/31/2025
Application Due: October 2024
Grant Status: Exempt
Grant Type: Continuation
AIDS Drug Assistance Program (ADAP) Part 2 Non-competing continuation progress report (funding associated with this is for ADAP support) - this was also reviewed by IPHS Exec last year. Reviewing the continuation application checklist and considering there are no major changes or associated local health department contracts, we agreed this does not need review. We recommend approval as exempt from review by IPHS Exec or Governance. Jordan & Melissa Period: 4/1/2024-3/31/2025
Application Due: October 2024
Grant Status: Exempt
Grant Type: Continuation

Includes Notes
Extending the TCM Program to Include Ages Birth to Age 8 Jordan Mathis
Updated ELC NOA/Additional Funding Brian & Melissa As agreed in Governance, EIE reviewed the updated ELC NOA/additional funding, and agreed to the plan as proposed.
TB Contract Carryover Funds Brian & Melissa We also reviewed a proposed plan to amend LHD contracts to add to carryover funds within TB contracts. We recommend approval as proposed, but we do wonder if a general discussion around how we look at unobligated/carryover funds as a system across all grants would be helpful.
We do not think either item requires staff to come speak to Governance but do want to loop back and note this for visibility.
