Linda welcomed everyone to the meeting. She asked if anyone had questions or changes for the June minutes. Paul made a motion to approve the minutes. Tyler seconded the motion, it passed unanimously.
The commission discussed the land that was annexed for Preston Palmer. Preston has some land on 300 west and plans to build as many as 6 town homes. Preston has requested that he have temporary housing placed on the land while he is building his permanent housing. Bret explained that the city ordinance states that the commission can approve temporary housing in 6 month intervals and up to 18 months. He has to have some good progress on the building process to be approved again. Paul made a motion to approve the temporary housing for Preston for 6 months. Tyler seconded the motion, it passed unanimously.
The city economic development director, Ben Muhlestein, applied for a grant for some training and was granted some funds for the commission to go to some training. There is a training in October, put on by the American Planning Association. Bret stated that he has gone to the training a few times, and it's a great opportunity to learn some things about city planning and see how other cities do things. They talked about the logistics and scheduling. Bret explained that the city will pay for and book a hotel. Bret told them if they can make it to let him know so that he can get them registered. Bret said that there is also some money to pay for some online training.
The commission discussed the open seat on the commission, vacated by Byron Clarke. Bret said that the commission can make a few recommendations to the mayor and then he will appoint someone. They briefly discussed a few options to fill that seat.
Billy Sullivan has signed a petition for annexation of the land that he bought that is north of center street and west of 600 west. Bret explained that when someone annexes property they try to get as much land as possible in one go. When you are doing a variance, you have to ask/notify your neighbors, but not when annexing. Most cities have the person requesting annexation to pay for the annexation plat, but Blanding city currently pays for that. It doesn't cost much more to do more properties at the same time, so we make an effort to go talk to neighboring properties and see if they want to annex as well. Bret stated that Billy has bought about 10 acres of land and is in negotiations for a few more acres. The commission has decided to wait for the other acres to be bought before approving the annexation, so that they can do it all at once.
Bret said that the Dollar General is well on its way. O'Riley has decided to drop their floor by 4 feet, so that's taken some time to engineer. They will put in a retaining wall where they cut into the ground. Kellen Nielson stated that the city council, Cherly Bowers in particular, wants the planning commission to think about and discuss some options for mobile home zones. Tyler stated that when the trailer park by 7-11 decided to clean things up, it displaced a lot of residents. Bret talked about the need for housing and you can call housing 'low income housing,' but the cost to build it is still the same high cost. Paul stated that he thought the commission did a good job of going over the zoning map. It is the cost that deters people from developing areas. Bret talked about the land and the size of land that is needed for certain things and certain businesses. It's a balancing act to make it all work. You have to plan way ahead for things to come. Paul asked if there are grants out there that can help offset the cost for the developers. Bret talked about the income per capita studies that have been done and all the health care jobs that have come to town have raised our income per capita, which isn't a bad thing, but it has excluded us from being able to access some grants. The commission discussed a few different options, including the self build housing. Bret said that it's not worth the contractor's time if there aren't six families that commit to do it. There is no easy fix. It's a complicated, complex problem.
Paul made a motion to adjourn. Tyler seconded it. Meeting adjourned at 7:55pm.
