Welcome - Mr. Riches welcomed everyone; the meeting was called to order at 11:32am. 2. Review of Public Comments - No public comments. 3. Action Item: Approve of July 18,2024 meeting minutes. Mr. Riches moved the request to approve the minutes. Mr. Goetz moved to second. Unanimously approved 4. Southwest Valley Arts Center Updates: Programming Plan, Site Selection, Naming - Mr. Castillo advised the Board about the work over the last year around community engagement, study analysis, and some programming feasibility. We're still finalizing the programming feasibility report, but it should be finished shortly, from which we'll transition into schematic design. Mr. Castillo presented to the Board a slide presentation. He started with the community engagement feedback. We did several listening sessions throughout the valley, heard from several arts organizations, artists, and members of the public about what they wanted to see from this space. Also, did an in-depth survey. He presented the data from our master plans from 2008 & 2020, and feedback from Patrons on types of events they would like to see. This helped determine space sizes and programming. Remember, all this information on space is a draft/proposal which must go through the mayor's office and County council before all of this is finalized. Mr. Castillo then showed a breakdown of stage, social event space, classroom, rehearsal studio, etc. spaces and their sizes to the Board. During this presentation the Board had a discussion and gave comments about these spaces. All questions were answered. Arts & Culture received a request for naming rights of the proposed Southwest Valley Arts Center. This request was by the SL County Foundation, Pursuant to SL County, UT Code of Ordinances 2.48, this naming request is submitted for review to the Arts & Culture Advisory Board for recommendation to the SL County Mayor and Council. The Proposed name: Larry & Gail Miller Family Arts Center, a Salt Lake County Facility. Site and Location of Naming: All spaces within the structure and surrounding outside area. The Tax ID numbers were presented to the Board. Donor Contribution: $25 million dollars to be paid in installments through December 31. 2027. This would be approximately 30% - 35% of the total cost of the building. Benefit Period: This period regarding the naming rights will commence on the Centers opening date and will continue for the useful life. The Board was presented with the 'consideration criteria' information for this proposal. A question-and-answer period ensued. All questions were answered. Mr. Riches moved the request to approve the Naming for Southwest Valley Arts Center as the Larry & Gail Miller Family Arts Center for Recommendation to SL County Mayor, UT Code of Ordinances 2.48. Mr. Fang moved to second. Unanimously approved 5. Civic Museum Recommendations- Ms. Ithurralde presented a slide presentation for the Board. It advised the Board of the SL County civic museum mission: This is an Art in Public Places project that provides welcoming spaces to exhibit unheard and often overlooked narratives of our community. Through partnerships, the civic museum is committed to promoting the mission and programming of cultural and other nonprofit organizations. She advised how an organization is eligible to become a partner and what the selection criteria requires. She then advised the Board of the nominated organizations and gave a brief description of each, presented their mission and exhibit. The recommendations from the subcommittee are the Organizations listed below. Utah Chinese History Museum: dedicated to preserving, showcasing and educating the public about the rich history and culture heritage of Chinese Americans in Utah. Sema Hadithi: dedicated to bringing light and celebrating the rich tapestry of African American history, heritage, and culture in Utah. They strive to ensure that Black pioneers, visionaries, and communities' narratives are acknowledged, shared, deeply understood, and appreciated. The Salt Lake Eastern Art Club: dedicated to providing cultural exchange and art education on traditional Chinese calligraphy and painting for the public; enhance communities' knowledge, skill, understanding, and appreciation of the east arts and cultures; and engage members in other public art activities. The presentation ended with an update on the 2022 deaccessioned visual art collection work. Ms. Ithurralde advised the art collection 'Niggerville', by J. Roman Andrus was accepted by the Summahavishi Foundation. They partner with the Utah Department of Arts & Museums, to store and care for all their artifacts. This work will be part of their permanent collection. The Board thanked Ms. Ithurralde for the update. Ms. Ithurralde discussed and answered all questions. Mr. Riches moved the request for approval of Subcommittee Recommendations for Civic Museum Participants. Mr. Fang moved to second. Unanimously approved 6. 2025 Proposed Operating Budget - Mr. Castillo acquainted the Board with the 2025 proposed operating budget. We would like to make you aware of these items and get your feedback answer questions you have on this topic. The 2025 initiatives are listed below, Ms. Dibble presented this information to the Board in a slide presentation: Booking Coordinator- The workload of the Event Management Assistant has increased tremendously since its inception, managing all 5 venues and their many different spaces. This position will support the Event Management Assistant position and the Event Management Team. Salary/Benefits $80,793. Cost will be shared with Eccles Theater. Secure Tickets - purchase of a secure ticketing solution offers a digital ticket with a refreshing bar code, reducing the risk of credit card fraud. Cost $13,206. Cost will be shared with Eccles Theater. Facilities Operations worker (Mid-Valley) - an additional operations worker is needed to ensure coverage for all events (porter services, setup/cleanup, general maintenance, office clean up). Salary/Benefits $75,327. Rocky Mountain Power rate increase - they have implemented a rate increase that will impact Arts & Culture across the Division. We have proactively requested supplementary funding to offset these increases. Cost $36,469. Facilities management rate increase - SL County Facilities is struggling to retain staff, due to a nationwide shortage. Consequently, they are requesting a rate increase to help offset rising costs. Cost $50,820. Travel & Training restoration - the 2024 budget for travel and training were reduced by 50%. We are requesting to restore this budget to properly train and maintain a highly skilled workforce. Cost $20,000. Google Workspace G suite - we would like to add Google Workspace G Suite to our software, we would like to obtain licenses for select groups of staff members to G Suite. This will improve our ability to connect with boards and other non-county entities and enhance collaboration efficiency. Cost $6,993 Ms. Dibble presented a slide listing all budget information and explained this information. During the course of the presentation, questions were asked and answered, and information was explained in detail. 7. Director updates a. Zoo, Arts & Parks Outreach and Education- As you know the sales tax to fund this program will be on the ballot this year Nov. 5. It is renewed every 10 years. We are not here to tell the community to vote for or against the ballot, we're here to educate the community what the funds provide so people can be informed about ZAP. We ask the Board to spread awareness to the community. A slide was shown of ZAP education & outreach highlights. ZAP tabling at 20+ community events. ZAP information stations distributed to 36 county locations ZAP is YOU video Kem Gardner policy institute ZAP impact report ZAP summer passport distributed to 10K+ families/individuals 10+ media stories b. SLC Downtown Sports, Entertainment, Culture & Convention District Mayor Wilson made a presentation to the state committee that's overseeing what is now being called the revitalization district. She talked about how we have a plan to prioritize and maintain Abravanel Hall. There are still many questions about what the timeline will look like to address the needs of our master plan on Abravanel Hall. This discussion will continue this year and even into the next year as the legislature session comes into play. 8. Art Event Discussion - All The floor was opened for all to discuss any events coming up. A few Board members shared upcoming events. 9. Adjourn- Ms. Soul adjourned meeting at 1:03pm Mission Support arts and culture in Salt Lake County with premiere Spaces, Places, and Services. Values 1. Foster arts and culture county-wide 2.
