Those present at the City Council meeting were Mayor Kim Soper, City Manager Mat Houston, City Recorder Tyrissa Howell, City Attorney Barry Huntington, and Council Members Paul Dastrup, Cindy Stewart, Tracy Wright, and Mike Sarles. Council Member David Dodds was absent.
Others present were Bruce Dalton, Bill Rees, and Beth Ryan.
The meeting was called to order at 5:30 p.m.
OPENING CEREMONY
Mayor Kim Soper conducted the opening ceremony.
ADOPTION OF THE AGENDA
Cindy Stewart moved, seconded by Mike Sarles to adopt the agenda. The motion passed with all in favor.
APPROVAL OF THE MINUTES
Paul Dastrup moved, seconded by Tracy Wright to approve the minutes. The motion passed with all in favor.
ACCOUNT PAYABLE
City Treasurer Carla Farnsworth asked the City Council if they had any questions about the bills. The auditors will be here on September 9th.
Cindy Stewart moved, seconded by Tracy Wright to approve the accounts payable. The motion passed with all in favor.
BUSINESS LICENSE - TOUGH KIDS GYMNASTICS HOLLIE HENRIE
Tracy Wright moved, seconded by Mike Sarles to approve the business license for Tough Kids Gymnastics. The motion passed with all in favor.
SEWER LINE - BRUCE DALTON
Bruce Dalton constructed a new home in 2020. Homeowners are responsible for installing the sewer line running from the home to the main sewer line. Bruce claimed he began digging the line, but about two feet from his property line city workers intervened and completed the line. According to Bruce, he intended to run the line straight, but the city redirected it to pass through his neighbor Brett Dalton's driveway and added a clean-out on the neighbor's property. The neighboring property now has new owners. Bruce mentioned that if the neighbors encounter any issues with the clean-out, he will be held responsible and believes that a new pipe needs to be installed.
BIC BUILDING - BILL REES STATE OF UTAH
Bill Rees from the State of Utah spoke to the council about brownfields and the BIC building. The state can conduct a hazardous material survey, determine eligibility, and develop a clean-up plan for the city at no cost. The Council voted to proceed with the survey.
PENDING BUSINESS/DEPARTMENT REPORT
Paving - The county will pave its new parking lot and bring in mix for the cuts across the roads.
Marilyn Buckley Memorial Park - The Marilyn Bulkley Memorial Park requires some preparation work before the 9/11 day of service.
Lightening - Lightning struck the transfer switch at the water tanks. It will cost $22,000 to repair and add lightning conductors.
Irrigation - The irrigation will be turned off when it starts to get too cold.
Airport - The runway project encountered a setback due to a shortage of the correct material size.
Dog-Friendly Hotel - The Lamplighter Lodge advertises as a dog-friendly motel but lacks adequate green space for pets.
Library - The library has obtained shelves from the Lehi Library.
Springs -The road leading up to Delong has been completely washed out.
ULCT - Mayor Kim Soper will present at a panel during the ULCT Conference to discuss the Panguitch Lake Dam.
ADJOURNMENT
Cindy Stewart moved to adjourn the meeting at 7:11 PM.
