1. Proposed Resolution 2024-11 regarding amendments to the Ogden City Youth Council Bylaws. (Adopt/not adopt resolution - roll vote)
7. Public Comments. This is an opportunity to address the Council regarding concerns or ideas on any topic. To be considerate of everyone at this meeting, public comment will be limited to three minutes per person. Participants are to state their name for the record. Comments which cannot be made within these limits should be submitted in writing to the City Council Office (citycouncil@ogdencity.com).
The Council encourages civil discourse for everyone who participates in our meetings. Comments pertaining to an agenda item that includes a public hearing should be given during the meeting as that item is discussed.

a. Proposed Fiscal Year 2024-2025 Budget Amendment - Adams CRA Arts Programming. Proposed Resolution 2024-5 for $120,000 to fund extended arts programming in the Nine Rails Creative District. (Adopt/not adopt resolution - roll call vote)
b. Proposed Fiscal Year 2024-2025 Budget Amendment - WonderBlock Bond Interest Income. Proposed Resolution 2024-6 for $4,000,000 to recognize interest income on the Series 2023 Sales Tax and Tax Increment; the additional revenue will be used to fund development costs related to the WonderBlock project. (Adopt/not adopt resolution - roll call vote)
7. Report from Administration:
a. Proposed Amendment - WonderBlock Land Transfer and Development Agreement. Proposed Resolution 2024-7 approving the First Amendment to the Land Transfer and Development Agreement between Ogden City Redevelopment Agency and JF WonderBlock Partners QOZB, LLC.
