Currently the Town is keeping the margin for operation and maintenance with this PCA. Improvement month over month in catching up.
Jared moved, seconded by Dave, to adopt Resolution 2024-03, Oak City Town Consolidated Fee Schedule. Roll Call Vote: Mayor Callister-Aye. Dave-Aye. Tom-Aye. Jared-Aye. Copeland - Absent.
E. Discuss and Possibly Approve the Planning and Zoning Commission Recommendation to Approve Reconfiguring four (4) Lots at Approximately 55 West 200 South to Align with Town Code Requirements for Lot Size-Jay B. Lovell.
Jay B Lovell and Mayor Shim Callister had met to discuss size. Mayor Callister also talked with Town Attorney Greg Greathouse. Jay B would like to put plots together to make 4 larger lots rather than the current lot layout. Jay B will need to survey and record these changes. Planning and Zoning approved this change to get rid of small pieces and erratic pieces, and Greg Greathouse advised for the Town Board Council to hear of this, as well. Each lot will be larger than 4/10th of an acre. Discussed making it a motion that they must be 100' frontage and at least 4/10th. of an acre. Tom looked up the lots on his phone and identified smallest lot at this time is .23. Corner lot (Brough's) is .63. Kathryn's lot is .40; but with adding the 7 feet to make the frontage 100', this will put it above the 4/10th (Note: we discussed Kathryn's lot but didn't recommend that it have the proper frontage.) Dave pointed out that Jay B can do whatever he would like with his property, but this will clean things up and both Jay B Lovell and Greg Greathouse understand the recommendations made by the Planning & Zoning Committee.
Recommendation by Planning & Zoning: 4 lots with 100' frontage and minimum .40 acres to align with Town Code Requirements for Lot Size.
Town Council agreed with the recommendation of the Planning & Zoning Commission.
F. Discuss Final Draft of Ordinance 2024-01, Control of Back Flow and Cross Connection.
It was asked whether there were any changes that needed to be made from prior discussions. None needed. A Public Notice will be posted and published and the Council will move forward towards Adoption of the Ordinance during September's Town Board Meeting after the Public Hearing that same night.
G. Public Comment. There was no public comment.
H. Monthly Financial Report. The Financial Report was Read and Approved by Board Action.
I. Departmental Reports.
Copeland Anderson - Absent.
1. Jared Rawlinson.
Jared talked with Cody Smith about building up road to meet Finlinson Subdivision development. Cody Smith thinks it can save town about $30,000 to have this done sooner rather than later. Jared will work to get measurements and put together an invitation to bid to see if budget has the funds needed to move forward with this project. Discussion of putting something underneath temporarily for water pipes in the future. Tom asked about gas being put up there.
Looking at driveways, and some street requirements from Town Code.
2. Dave Steele.
Outages: Some of the RMP Outages may have been subject to RMP fire prevention criteria limiting restarts. This was not verified.
7/20/2024 Steve Nielson reported the power was off at his property above town. A section
fuse had blown at approximately 12:00 pm. Four customers on this section were affected. Dixie Power called to inspect and restore. Restored at 3:12 pm.
7/25/2024 System Outage on RMP line at 10:38 pm due to passing lightning storm.
Restored at 1:40 am on 7/26.
7/26/2024 System Outage on RMP line at 10:44 pm due to lightning storm in area. RMP
reported damaged line. Power restored at 12:20 am on 7/27.
8/12/2024 System Outage on RMP line at 1:33 pm due to large lightning storm in area.
RMP reported damaged line. Power restored at 3:28 pm.
Operations & Actions:
1. Meter reader again reported the JL Young meter not functioning. This is the 4th meter in as many months. Mr. Young is progressing on his panel replacement, but no firm date yet for the new service installation.
2. County Building Inspector approved service panel for connection at Trey Brough's. Dixie Power has had a full schedule, so this has not been completed.
3. Following the 08-12 outage, Sharla Anderson reported her power was still out. Assisted her with a circuit breaker issue to restore power.
4. On the June 2024 UAMPS billing, Oak City had a net energy delivery of 337, 379 KWH. Total cost/KWH was $0.06746. The total bill was $22,758.69. Purchase price was below required operating margin, so a Power Cost Adjustment (PCA) was not ordered for the July billing.
Meetings Attended:
No meetings attended.
Will attend the UAMPS Annual Members Conference & Board Meetings in Midway next week.
3. Tom Nielson.
July 26th Tom and Ben cut 4' line in front of Caleb's; put in a T and an 8' valve.
July 31st Installed two lane pipes across the road for Finlinson Subdivision to link into.
August 5th Tom dug laterals; Ben said these are all hooked up. Everything is stubbed out into the lots; these were put 12' from power. Right now the only one going across the road is one for Fullers. Need to test water and then this will be all finished and taken care of. Paying in advance, but will be much better when needed.
Dry Creek full from recent storms, looking at over 1' at summit. Overflow at DJs.
Tom stated that he thinks between Ben and himself, they can save some money by doing as much of the Aquifer Recharge as possible. They are going to get some quotes on parts and supplies.
4. Shim Callister.
Installed new battery on Ford, still having some issues, so switched out voltage regulator.
Went to get sand from Dutson Supply for the Veterans Memorial flag poles. Truck wouldn't start; leaking underneath. Shim put some transmission fluid and fixed some of the issues. Still overheating coming up the hill into Town.
Started on Flag Poles for Cemetery Veteran's Memorial. Wind is slowing this process down, but goal is to have them upright for Oak City Days this weekend.
Some individuals who work with Larry H. Miller Foundation (large Grant Donation for Veteran's Memorial) will be in town for Oak City Days.
Water leak by dog kennels. Tom will follow up with this.
Copeland Anderson arrived at 8:23 pm, just before Mayor Callister finished up his report.
Mayor Shim Callister's report (cont.): Open Water Meter Reader position: 3 applications have been picked up, but nothing has been turned in at this time. Shim did open up the position to out-of-towners, but did make it clear that Oak City Residents would get preference. This may force town to look a little more seriously at some automated readers. Tom stated that this may be something we could start including on all new and replacement meters.
Oak City Days preparation is going well.
5. Copeland Anderson.
Invitation to Bid for HVAC at Town Hall has been sent to Chronicle for publishing in next two
consecutive issues. Bids are due by September 9th. Looking at what would be best: mini splits or
HVAC system.
J. Miscellaneous.
K. Adjournment.
The Mayor adjourned the meeting at 8:35 p.m.
Respectfully Submitted,
