Planning and land use meeting will be held next week. The clerk did receive notice from the builder for the Shaws, that the Shaws will be adding a covered patio to the back of the addition currently being built.
6. Report of Officers
a. - Roads & Landfill
*The landfill permit has been completed. Matt Sullivan from the state will be in town tomorrow, August 8. The permit will be hand delivered to Mr. Sullivan at that time. The closing bid sheet needs to be signed and accepted by mayor Fox. The closing bid states that it will cost $25,000.00 for landfill clean up and that money has been set aside in our PTIF account and will not be used for anything other than the landfill closure. The second issue with the permit updating is that the town has changed rules on landfill use. No tires will be allowed, fine of $30.00 for misuse or not returning the landfill key in a timely manner.
*Motion to amend the resolution for the landfill. The last time it was done was in 2012, resolution numbers 2011-2 & 2012-1.
Motion
Whereas Holden Town council at the June 2024 meeting has found significant support for keeping the landfill open and motioned to renew the landfill permit with the State of Utah for the next ten years. After allowing ample time for public comment and posting notice the last two months, this resolution shall take effect August 7,2024.
Whereas the current fee of $4 a month charged for the landfill is not sufficient to cover the cost to keep the landfill in operation. Therefore, effective on September 1, 2024 utility bills, the monthly fee charged to each utility customer will be $8 per month. Thus, making the landfill charge $20 a month, $8 to Holden Town to maintain the landfill, $12 to Millard County for household waste.
Therefore, effective on the September 1st utility bills which is the month of August bill, I would like to propose the monthly fee charged to each utility customer be $8.00. Thus making the landfill charge $20.00 a month, $8.00 stays with Holden town to maintain the landfill and $12.00 goes to Millard County to dispose of the household waste.
Therefore, be it further resolved those who abuse the landfill rules or do not return the key in a timely manner may be charged $30.00 as per this resolution 2024-01.
Therefore, be it further resolved, because of the cost associated to dispose of excessive/ multiple loads of construction debris the following rates will apply, from this time forth will be as follows; 6-wheeler (trailer loads) $50 per load, 18-wheeler load $100 per load.
Therefore, be it further resolved, only those who live within the Holden Town boundaries and or have an electric utility account with Holden Town are allowed to use or dump debris in the Holden Town Landfill.
From this time forth NO nonresident will be allowed to use or dump debris in the Holden Town Landfill.
Tamara Dallin motioned to accept Landfill resolution 2024-01 as read into the minutes from this time forth. LaRee Stephenson seconded. Roll was called, LaRee Stephenson- yes, Tamara Dallin-yes, David Wood - yes, Phil Whatcott- yes, Mayor Fox-yes. Voting was unanimous
*The question was asked if the funds received for the trailer load dumping can be put into a separate account. The clerk will check on it, and get it set up.
*? Is there a way to police and monitor the landfill? There is no way to police the landfill so those using it are on the honor system. The use of a trail camera is a possible way to help see what is going in to be dumped. The dumpsters are run under the county, if they are abused the county could remove them and house bins will be used.
b. Parks, Recreation and CERT
*Councilwoman Stephenson will get the receipts from the 24th of July celebration to be turned into the county tourism board so that the town can receive the funds and donate those to the local church for the celebration held on July 24th.
*A spring is broken on one of the Spring Riders at the playground. To replace the entire piece, it would be approximately $800. The broken rider is in storage and just needs a spring. A spring would cost around $250.00. Councilman Stephenson will some pricing for approval at next month's meeting
*The plexi glass on the town welcome sign is getting weathered and hard to read through. Public works will get a new piece of plexi glass ordered and replace the weathered piece.
C..David Wood - Electric
*UAMPS gave the town a report on New System Peaks for Electrical. This report shows the peak hours on July 11, 2024 how much electricity was generated from different sources at the peak hour of 18. The report also shows what Holden residents used, how much electricity we received from Hunter power plant, CRSP, and how much electricity we had to obtain from the open market. Holden town used over 150 kw that had to be purchased from the UAMPS pool.
*Councilman Wood attended the APPA meeting in Virginia. He and others were able to meet with congressmen, Malloy and Lee. They discussed the coal supply issue and supply chain. CRSP and the extra charges even though we are not getting the amount of water we are. Transformer requirements have changed, and we are not required to have. They have backed off on the efficiency, so we are not required to have certain transformers that are hard to get.
d.Phil Whatcott -Fire Department
*Fence behind Fire Station- Years ago when the fire department added a shed to the fire station parking lot, the fence along the property line behind the shed was damaged. The fire chief at the time told the landowner that the fire department/ town would repair the fence. The property owner will remove the remaining broken fence, the town will purchase the materials, and the fire department will put the fence in. Material will cost just over $400.00.
Water
*Sunrise Engineering has 90% of the water plan done for the well. It will be sent to the different agencies for approval then the bidding process can begin. The system design is also 90% done. Sunrise would like to set up a meeting with the council to go over the design.
? The question was asked about the well and what will be done if it isn't viable. If the well doesn't prove up the town goes back to step one and looks for a new location. The town has until the end of January 2025. The test well or production well should be going by that time.
*The water flow has been around 285 gal/min but has begun to drop it is now around 260 gal/min. The tank levels have been staying at or above the 9ft level.
e. Mayor Darren Fox
*Backhoe repair issue- The backhoe is in need of a new engine. The public works received a second estimate from Century. It will cost $32,340.00 to rebuild the engine. The estimate from Mason Machinery is around $22,000.00 with $6,300 in parts 65 hours at $155.00 an hour, approximately $17,000.00.
Mason Machinery has a municipal lease program. They have two options available, a 60-month lease or a 48-month lease. The monthly charge on the lease would be $1,200.00-1,500.00 a month. The town would oversee maintenance, oil changes and filters with Mason taking care of the bigger maintenance issues. The lease would be up to 400 hours use. Mason would give the town $15,000.00 for our broken backhoe.
Questions asked:
? Is public works tracking the hours used on the backhoe and what is their maintenance schedule now? No, they are not tracking the hours, and at present change oil and filters in the spring and fall.
? Can the town acquire a backhoe in a similar way as to how some of the fire trucks have been acquired, through state grants or state auctions.? Possibly, but you don't know what you will get when purchasing used equipment from other municipalities that have been heavily used.
? What is the warranty of a re-built engine? Public works will find out.
*It was noted that the backhoe has been needed more this year than previous years as there have been more burials and landfill clean up needed. The town has had our current backhoe for four years. It is a 2006, purchased used from a contractor. The problem with the current backhoe in need of repair is a bad injector, bad pump, 3 cylinders testing at 280 psi, specs should be at 350 psi in a backhoe, another cylinder testing at 220 psi.
? Will a rental be necessary while we wait for a replacement backhoe or the towns current one to be fixed.? The cost of a rental would be approximately $2,500 a month.
7. New Business
*September town council meeting: Due to the clerk and a board member needing to be excused on September 11, which would be the regularly scheduled meeting, it is necessary to move the September town council meeting.
David Wood motioned to move the September town council meeting back a week to September 18, 2024 Tamara Dallin seconded. Roll was called, LaRee Stephenson- yes, Tamara Dallin-yes, David Wood - yes, Phil Whatcott- yes, Mayor Fox-yes Voting was unanimous
Public Comments:
*Citizen wondered about getting a link to the cemetery software so that he could put it on the website he created for the Town. - Public Works will get it to him.
8. Adjournment:
Phil Whatcott motioned to adjourn the meeting at 8:01pm, Laree Stephenson seconded. Roll was called, LaRee Stephenson- yes, Tamara Dallin-yes, David Wood - yes, Phil Whatcott- yes, Mayor Fox-yes Voting was unanimous
