The Town of Mantua Council Agenda September 19th, 2024 6:30 pm at Town Hall Total input period on agenda item not to exceed 10 minutes including Council Comments Invocation or Thought Pledge of Allegiance Approve minutes for Town Council Meeting held on August 15th, 2024 Consideration to pay the bills Public Comments (Per Utah Code, Council will receive input only, no decision can be made on public comment. It will be up to the discretion of the mayor the amount of time allowed to comment.) Presentation: Discussion and Action Items: Dakota Midkiff: The establishment of the Community Service Officer Program (CSOP) Community Service Officers (CSO's) will be responsible for provided support services to Law Enforcement for Town events, parades, critical incidents, etc. They will serve in a civilian capacity as volunteers to the Town of Mantua and the Mantua Police Department. Compensation will not be offered to CSO's due to the volunteer nature of the CSO position. Although CSO's will be allowed to represent the Mantua Police Department and perform support duties, they will not have Law Enforcement powers nor will they be legally permitted to execute duties exclusive to Peace Officers. High visibility vests will be provided to CSO's by the Town of Mantua and the Mantua Police Department. Uniform shirts may be purchased by CSO's at their own expense if they desire to have a uniform shirt. Equipment will be provided to CSO's on a temporary basis and as needed by the Town of Mantua and the Mantua Police Department. The Mantua Police Department will establish a policy governing the CSOP and the volunteer members therein. The Town's involvement in the potential creation of a Neighborhood Watch Association (NWA) Establishment of a Neighborhood Watch Association (NWA): Is there a need? Would the town prefer to create a town-funded and sponsored NWA for the municipality of Mantua? If not, are there members of the community willing to create the NWA? Details of the governance of the NWA will be established by the Mantua Police Department if the NWA is established by the town.
