MAYOR MINUTES:
*The town has received several grants. One is for a music festival. The town will be able to purchase things such as lighting, speakers, etc. for this festival that can also be used for other activities such as the 4th of July.
Another grant is for a Dark Sky evaluation. This evaluation does not really benefit the town right now, other than letting the town know if it would be beneficial for them to look for other grant money to turn our town into a dark skies town.
There is also the CDBG grant that is being worked on to get new playground equipment. An environmental review is needed for that.
*Kelly, our engineer, is working with A&D Jensen to get them up the mountain to finish work on Cold Springs. When that work is done it will complete the grant for ARPA & EQWAG.
WATER:
*Steve has a total of 92 meters installed. For those that are installed, there is an app that customers can use to see how much water is being used. No changes have been made to impact fees for the new meters and their placement. Steve is going to take the brass off the old meters and take it to a place up North and get some money from it.
PLANNING COMMISSION:
*Mike Hansen sent a letter asking questions regarding the subdivision ordinance he is writing for the town. Marty motioned to have two processes. One process for single residential or multi residential homes, which would stay the way it is. The second process is for subdivisions. For subdivisions, there would be 4 separate reviews; 3 preliminary and one final. On the 3rd review and the final review a civil engineer will sit in on the meeting to make sure everything is correct. The cost of the engineer will be included in the application. Troy seconded the motion. All were in favor.
*Sue Gestring is asking for a building permit for an existing permit that had expired after 6 months. They also moved the shed farther away from the fence and closer to the building. Marty motioned to accept the plans as presented, Troy seconded the motion. All were in favor.
*The PC brought the fence ordinance to the council again. It was simplified. The mayor asked what the purpose of this ordinance was for. 'Is it truly in the best interest of the town?' There was concern from the audience about the town being able to tell them what they can or can't do with their fences. Tyler suggested addressing the height and the materials being used. The lawyer warned about changing the 'nice small town feel'. The mayor took notes and will address the concerns with the PC.
*The PC said the town does not have an ordinance for tiny homes. Their concern is because the town doesn't have an ordinance and someone parks one on their property, the town has no say on the matter. Doug said there are two options for this, one the town doesn't allow them, and second make sure there is enough room for two septic tanks on the property in case one fails. The town requires 1/3 acre lots at this time. Jason Macelprang suggested making it 1/2 acre. Tyler suggested setting guidelines that would prevent more than one sitting on a single piece of land, and zoning certain areas acceptable for them, such as commercial zones. The state is not in support of tiny homes under 1,000 sq ft, depending on where they are zoned.
*Stan Balfour proposed 4 shares of water and the top $35,000.00 net of each sale for each lot goes to Joseph to make the loop for the water pressure. Tyler suggested selling the water shares w/ the lots instead of hooking to the city water. The buyer could apply for a well permit.
MISCELLANEOUS:
*Doug motioned to move the September town council meeting to the 12th, Terry 2nd the motion. All were in favor.
*Terry contacted the county road and talked with Bob Watts. If there is anything blocking the sidewalk, it is the property owners responsibility, the county maintains the bike trail, and the Town of Joseph maintains the sidewalk leading up to the property line. He did not address who maintains the property between the road and the sidewalk.
Marty motioned to adjourn the meeting, Doug seconded the motion. All were in favor.
