ZAP Tier II Advisory Board Mtg - All-Day Meeting Minutes August 29, 2024 | 9:00AM - 4:00PM | Mid-Valley Performing Arts Center, Centennial Room, 2525 Taylorsville Blvd Taylorsville, UT 84129, WebEx | MEETING MINUTES - FINAL Board Member Attendees: Kelleigh Helm (Chair), Patti Hobfoll (Vice Chair), Mayor Dirk Burton, Mayor Karen Lang, Sheryl Gillilan, Gina Chamness, Paul Pehrson, Ryan Riches, David Pack, Monte Caldwell Excused Board Member(s): Bryn Ramjoue Staff Members and Guest Attendees: Samantha Thermos, Daniel Stergios, Kelsey M. Ellis, Ava Kostia, Isaac Highham, Tori Potestio I. Call to Order/Welcome and Introductions - Kelleigh Helm (Chair) Chair Helm called the meeting to order at 9:14AM. One community member, Isaac Higham from Salt Lake County Council staff, was in attendance by WebEx. Chair Helm led introductions. II. Public Comment Period - Chair Helm Chair Helm opened the floor for public comments. There were no comments from the public. III. Agenda Overview - Samantha Thermos, Program Director Ms. Thermos walked the Board through the agenda, discussed the Financial Health Test that ZAP's CPA would discuss later in the meeting, and reviewed the scoring system. Reminded Board that ZAP does not deal in hearsay, to make all decisions equitable and without bias. IV. Action Item: Vote on Approval of August 31, 2023, Meeting Minutes - Chair Helm Mayor Burton motioned to approve the minutes as written, Ryan Riches seconded. Motion passed unanimously. V. Action Item: Election of Advisory Board Leadership for 2024 - Chair Helm Nominees: Patti Hobfoll, Chair | Gina Chamness, Vice Chair | Paul Pehrson, Vice Chair Advisory Board member terms are for three calendar years, with an option to renew for one term. Chair terms are for one calendar year, with an option to renew for one year. The Board had a brief discussion over which member to elect as Vice Chair. Paul Pehrson motioned to approve Patti Hobfoll as Chair, Ryan Riches seconded. Motion passed unanimously. Sheryl Gillilan motioned to approve Gina Chamness as Vice Chair, Mr. Pehrson seconded. Motion passed unanimously. VI. Overview of Application Review Process - Daniel Stergios, ZAP Grant and Communications Coordinator Mr. Stergios overviewed the Advisory Board >$22K applicant review and decision process, the goals, priorities, and time constraints of the meeting. He reviewed the current Tier II budget 2 status, total number of applications and reminded the Board that each County Council District of 6 must receive at least 5% of the total budgeted and awarded funds. VII. Morning Break VIII. >$22k Reviews, Financial Health Tests (FHT) & Q&A - Tori Potestio, CPA, Sorensen Vance & Company, P.C. Ms. Potestio explained the provided FHT spreadsheet and the FHT tests and procedures. Board members asked questions concerning the Financial Health Tests, which Ms. Potestio answered. Peer review letters, organizations with FHT failures, insufficient information and Going Concern were referenced. Improvement plans were discussed, will be put into practice and will be communicated with each of the organizations. Specific applicant Financial Health Tests results were discussed as having failed or insufficient information provided to perform tests. Tori signed off at 11:26AM. The board took a five-minute break. IX. Review of Applications >$22k - Daniel Stergios 1520 Arts - The application shows good utilization of their building, and a clear excitement to grow the organization. They provided information to support these goals. - The Board was confused by salaries and other items in the provided budget. Art Access - The Board recognized their strong mission and the benefit they provide to the community. - Concerns about their organizational capacity, as well as confusion around which programming is already implemented. They noted they would like to see a video. Artistic Resource for Teachers and Students - The Board liked program offerings and enjoyed the provided video. - Application needs to explain their metrics and budget narrative more clearly. X. Lunch Break XI. Review of Applications >22k Cont. - Daniel Stergios The board continued their review of applications. Bad Dog Arts - Solid application and good community outreach. The organization is also inclusive in their hiring process. - The Board was impressed by the organization working on a succession plan. Center for Documentary Expression and Art - The Board was impressed with the scope of work and how much they offer to the public. - They could explain more about their volunteers, and how they're able to accomplish everything with their budget. 3 Choral Arts Society of Utah - Good impact stories and mission statement. - The board was confused as the budget didn't match the answer in application question #6. Craft Lake City - The organization does a good job at reaching out to underrepresented communities. - Their provided video was not helpful in explaining their mission. Excellence in the Community - The Board was impressed with this application's explanation of programming and impact. - There was an insufficient explanation of volunteer tracking, and they would have liked to have seen a video included. Gina Bachauer Piano Foundation - Superior video of behind the scenes and of performances with a lot of good personal stories. - They need to find more funding sources. The Grand Theatre - The Board appreciated their growth and that ASL interpretation is provided. - Their video was too short and needs to be easier to access. HawkWatch International - A great application. The budget was clear, and the board appreciated the breakdown of price per learner. - Growth and cuts together could be better explained, and their paid program is limited. Heart & Soul - Their mission is clear, and they address a significant need in the community. They have good partnerships. - They could expand their outreach with more collaborations. India Cultural Center - Well organized with numerous events and provides access to a growing niche in the community. - Most Board members had difficulty accessing the video. Organization needs to provide better definition of values and how additional funds will be used. Jazz Arts of the Mountainwest (JAM) - The Board likes their incorporation of youth and outreach to the community. They provide excellent concerts and bring in artists that otherwise might not be brought in. - The Board expressed budget concerns, noting the organization needing to diversify their funding sources. Jordan Valley Conservation Gardens Foundation (Conservation Garden Park) - Great partnerships and great example of conservation. The video was well done. - Good application but needs to improve their marketing and outreach. Not enough community members are aware of this resource. Kostopulos Dream Foundation (Camp Kostopulos) - This organization receives significant federal funding and private donations. Their budget needs more detail. - The Board noted this was a weak application with confusing 4 descriptions of programming. Could benefit from reviewing the application webinar. Mountain West Ballet - Very solid application, good outreach, excellent volunteer involvement, and their budget was well explained. - The Board noted they charge audition and performance fees to artists and could reduce costs to be more accessible. Mundi Project - Meeting needs of families that can't afford this type of programming. A great organization, nice video, and great inclusive programming. - The application references support from the Provo Arts Council which confused the Board as to how that would impact programming in Salt Lake County. NOVA Chamber Music Series - Great that they work with diverse composers and commission new chamber music. - Their funding ask is almost equal to their revenue. They need to reduce ask or diversify income. Odyssey Dance Theatre - Description of programming is confusing. - Has no succession planning, the Board was unsure of the stability and organizational capacity of this applicant. One Voice Children's Choir - The Board likes how they provide opportunities for kids to perform. - The Board noted their confusion of the ask of funds, they want better to understand how ZAP funds impact the organization. Plan-B Theatre Company - Stellart application; they do great work and outreach and have a very good video. Fantastic story about ASL interpretation. - The Board says thank you for a fantastic application. Salt Lake Choral Artists - The Board likes their outreach program and that they sing in many languages. - Average application. They pay their musicians, but their singers have to pay - the Board struggled with this. Shango Music and Dance (Samba Fogo) - Inclusive and fun application, their allocations were intelligently and broadly used. Good media clips and great involvement with youth. - Are conservative with their budget and they do a lot with it. Great story about the male dancer exploring his femininity through dance. Sundance Institute - Great, longstanding tradition. Appreciate partnership with Salt Lake County community groups. - Weak application. Their budget is not explained, and they need to illuminate better in their application. The Leonardo - High quality marketing and great artist-in-residence program. - Application has odd, dated language and phrasing. Their words selection needs improvement. Problematic application. 5 This is the Place Foundation - They need to note that they are on Native land and that Native communities still exist (their application language implies that they no longer do). - The Board was not impressed with the application as they do not demonstrate how they impact the community. They record 'free admission' as a deficit, the Board sees it as a community benefit. Tree Utah - Very efficient with their money and create a lot of volunteer engagement. - They are missing their entire budget picture. Utah Cultural Alliance Foundation - Great resource for locals and visitors. They do great things. - They need to provide a financial improvement program, and the Board encourages them to expand their summer programming and marketing. Utah Heritage Foundation (Preservation Utah) - Great impact with preserving history and has a longstanding reputation. - The Board was left with questions regarding the budget. They were unsure of the listed deficits and specific information was not provided. Utah Youth Symphony Orchestra - Great video and they inspire youth with classical music training. - Good application however the budget narrative needs explanation, the Board was left with questions regarding revenue sources. Visual Arts Institute - Good application, very clear on how they want to expand their programming. - Really good outreach to people with disabilities and neurodivergent populations. Following the completion of reviewing the >$22k applicants, the Board held a discussion of previous subcommittee scores and recommended amounts. They made adjustments be more in line with overall scores and budget concerns. XII. Adjourn - Chair Helm Chair Helm called for the motion to adjourn. Ryan Riches motioned, and the meeting was adjourned at 4:00PM.
