September 3, 2024 DIVISION OF WATER QUALITY UTAH DEPARTMENT OF ENVIRONMENTAL QUALITY PUBLIC NOTICE OF PUBLIC HEARING ON VELVET WOOD MINE'S DRAFT UPDES PERMIT PUBLIC COMMENT PERIOD EXTENSION PURPOSE OF PUBLIC HEARING THE UTAH DEPARTMENT OF ENVIRONMENTAL QUALITY WILL CONDUCT A PUBLIC HEARING TO RECEIVE COMMENTS ON VELVET WOOD MINE'S UTAH POLLUTANT DISCHARGE ELIMINATION SYSTEM (UPDES) PERMIT. PURPOSE OF PUBLIC NOTICE EXTENSION THE PURPOSE OF THIS PUBLIC NOTICE IS TO DECLARE THE STATE OF UTAH'S INTENTION TO RENEW A UTAH POLLUTANT DISCHARGE ELIMINATION SYSTEM (UPDES) PERMIT UNDER AUTHORITY OF THE UTAH WATER POLLUTION CONTROL ACT, SECTION 19-5-104(9) AND 107(2), UTAH CODE ANNOTATED 1953, AS AMENDED. SAID 'PERMIT' REFERS TO THE UPDES PERMIT AND THE FACT SHEET STATEMENT OF BASIS. PERMIT INFORMATION PERMITTEE NAME: ANFIELD RESOURCES HOLDING CORP FACILITY NAME: VELVET WOOD MINE MAILING ADDRESS: 10808 S RIVER FRONT PARKWAY, SUITE 321, SOUTH JORDAN, UT TELEPHONE NUMBER: (307) 857-3079 FACILITY LOCATION: T31S, R25E, SECTION 3, LISBON VALLEY, SAN JUAN COUNTY UPDES PERMIT NO.: UT0025810 PERMITTED OUTFALLS: 001 OUTFALL LOCATION: LATITUDE: 38°07'10' LONGITUDE: 109°06'23' RECEIVING WATER: UNNAMED DRY WASH TO BIG INDIAN WASH TO HATCH WASH TO KANE SPRINGS CREEK BACKGROUND Anfield Resources Holding Corporation owns and operates Velvet Wood Mine, which is an underground uranium and vanadium mine. The mean monthly design discharge for the facility is 0.5 million gallons a day. The discharge treatment system for this facility consists of a chemical precipitation process with barium chloride. The intercepted mine water is pumped and mixed with barium chloride and then up to an initial treatment tank where the barium chloride assists in radium reduction. The facility has a Standard Industrial Classification (SIC) code of 1094, for Uranium mining. The facility Outfall 001 has been labeled as 'Inactive' as of December 21, 2021. If the facility would like to reactivate Outfall 001, approval must be granted by the Division of Water Quality Director at least sixty (60) days prior to the commencement of discharge. The Public Hearing will be held on October 8, 2024, and the Public Comment Period will be extended to accommodate the Public Hearing. Public comments are invited any time prior to the deadline of the close of business on October 8, 2024. Oral comments will be received, but not responded to, at Public Hearing. Typed comments are preferred to help with clarity.
