Solicitation for Proposals
The Upper Community Recreation District (UCRD), located in Duchesne County, is upgrading
the Altamont Rodeo facilities. UCRD is soliciting proposals from qualified Vendors for the
following elements of the project:
1. Demo: Includes removal of existing on-site facilities and structures.
2. Grading: Includes regrading the entire site to provide a suitable soil base for rodeo
events.
3. Arena: Includes a new rodeo arena, loading, bucking chutes and holding pens.
4. Lighting: Includes providing lighting for the arena and area around the arena.
5. Water: Includes providing water for the arena and area around the arena.
6. Restroom: Includes providing a prefabricated double vault restroom.
Budget on the project is limited and the UCRD may be self-performing some of the items.
Adjustments to work items may be required to keep the project within the budget. The project
will involve coordination with the UCRD and between the various vendors selected.
The upgrades are to be completed by May 1, 2025, with some of the elements to be completed
in 2024, as shown in each of the individual proposal packages.

Proposals must be received by CIVCO Engineering, Inc. before the time and date shown in
each of the individual proposal packages. The Contractor is responsible for ensuring that their
proposal is delivered on time. Proposals will be addressed to CIVCO Engineering, Inc. and
clearly state on the cover 'Proposal for Altamont Rodeo Project' along with the name of the
element the proposal covers.
Each bidder must submit a bid bond from an approved surety company licensed in Utah and in
good standing on forms provided by the surety company; or in lieu thereof, cash, certified
check, or cashier's check for not less than 5% of the total amount of the bid, made payable to
Upper Community Recreation District as evidence of good faith and a guarantee that if awarded
the contract, the bidder will execute the contract and finish the contract bonds as required.
Proposals will be reviewed and scored and awarded as shown in each of the individual proposal
packages. The UCRD anticipates selecting one of the responding vendors for each of the
various elements of the project, but there is no guarantee that any responding vendor will be
selected. Vendor selection will be based upon the review of the vendor's proposal and cost as
outlined in a subsequent section. The UCRD reserves the right to reject any and all Proposals.
