Notice is hereby given that the Hillside Review Board of the City of St. George, Washington County, Utah, will hold a meeting at the referenced site on Wednesday, August 28, 2024, commencing on-site at 8:30 a.m.
The agenda for the meeting is as follows:
Call to Order
Discuss conflicts of interest and recusals
1. Consider a request for a Hillside Development Permit to allow disturbance of areas in the 20-30%, 30-40%, and 40% and above slope areas. This application is required in order to develop the property into single family homes. Applicant Park Bench Partners LLC - , representative, Bob Hermandson. The item will be known as Chandler Heights. Case No. 2024-HS-012.
BACKGROUND AND RECOMMENDATION: . In 2013, the Hillside Review Board (HRB) examined an application that would allow the removal of the hill that makes up the subject property. The HRB did determine that the hillside itself was not significant and supported its removal, but was concerned that if approved, it would be removed entirely, in a reasonable amount of time, and not partially remain as a scarred eyesore to the community. At the time the hillside permit was initially approved by the City Council, in December 2015, only phase one of Cottom Cove to the east and south of the subject property had been approved and a handful of homes had been constructed. Due to inaction on the part of the applicant, time lapsed, and the approvals of the hillside permit are null and void. Meeting time is approximately 8:30 am, River Road across from Fort Pierce Drive.
2. Consider a request for a Hillside Development Permit to allow disturbance of areas in the 20-30%, 30-40% and 40% and above slope areas and review possible construction in a rockfall hazard overlay area. The applicant is DSG Engineering, the representative is Mike Terry. The item will be known as Juniper Cove Phase 3. Case No. 2024-HS-003.
BACKGROUND AND RECOMMENDATION: This was heard by the City Council on August 1, 2024. There was discussion regarding the berm and the rockfall. A motion was made by council member Larkin, 'that we do remand this to the hillside committee and ask them to review the second letter that came in from AGEC and if they wish to move it forward to us to recommend a building pad.' In October of 2020, Phase one of Juniper Cove was recorded creating the adjacent lot to the west of the subject property. There is a small outcropping of rock that is in the 20-30% slope category requiring a review by Hillside Review Board. Additionally, the property falls within the rockfall study zone requiring a study to be conducted on the property. The applicant has supplied a slope analysis and a rockfall study that was produced in 2018. The applicant supplied a secondary letter from AGEC regarding the rockfall area. On August 01, 2024, this request was heard by the City Council and a motion was made to remand this item back to Hillside for further review. Meeting time is approximately 9:30 am at the Chandler Heights location.
