Public Input/ Reports, Non agenda items (limited to three minutes)- Dave Okelberry has a concern about re-vegetating the land on the tank site, the dust storm is a disturbance and potential hazard. Goshen Irrigation Update- Andy Drury was here and stated that he had invited some people that were complaining to tonight, so Gregg Jasperson could give a public update. But no one he invited showed up. Gregg explained that usually hold back water in April. Elberta voted not to hold water back, and Elberta board holds a 1/3 of the water we hold back. Since this was done, this is why people are complaining, there isn't as much this year. Steven asked if the irrigation is done, Gregg said no its just less stream. Usually .61 at weer, now .45 flow. Asked if they are cutting it to preserve it for the season, Gregg stated no, we have used up all the shares. All they are doing is taking what there is. Gregg also explains that we are below and in a drought now. Edna asked if they could wait longer to start the water turn out, to have it longer in the summer. Greggs answer was they could of taken it at 33 sec when damn overflows reservoirs full. Taking all they can take. Steven- no action for council but if the town needs to step in then Gregg needs to let the council know to do so. Andy holds off water for the city ditch. Gregg- its 17' deep only if you hold back board take it and its an advantage to hold it back to work with it like this. 4. Celebration- Dave made a suggestion to start at the church and go to ball park for the parade. JC explained that there is more room at the ball park and bag pipes, it would be too hard to walk up hill. Also it would be too congested at the ball park, but he will bring it up at the next celebration meeting and see what the feedback is. He also invited Dave to join the committee. Celebration overall was a success. 5. Council Updates- Alisha would like to hire a recreation director similar to what Genola has. Doesn't have to make a decision now, just start looking into it. Steven said he understands because he did it for 8 years. Maybe combine with Genola's recreation director. Alisha would like in 6 months to start training someone so they aren't thrown into it blind sided. Water Project-they are working on implementing a fill station for bulk water purchases. Dave asked for an estimated cost on that, Steven said they weren't quite sure but possibly around 80 thousand. New fire hydrants being placed now and have been being placed. And the discussion continues for the fill station and little tie up things to conclude the project. Trail- two major things have changed, cross at 100 s and continue to Ball Park. Hoping to bid out in the fall and construction to start next year. E. Adjournment - Randy motions, JC seconds, all in favor, Jon absent.
