Bret stated that he will go through the agenda in Linda's absence. He asked if there were any questions or corrections for the minutes from April 11, 2024. Paul made a motion to approve the minutes. Linda seconded the motion and it passed unanimously. Bret suggested that in our next meeting we appoint a new chair and vice chairperson. Everyone agreed to do that and put it on the agenda for the next meeting in August.
UNHS is wanting to have both commercial and residential use in their proposed annexation plot. Bret asked if there are any questions or concerns about their proposal. Tyler clarified that it will all be zoned as commercial and Blanding's current zoning policies allow residential housing to be built in a commercial zone. Tyler also disclosed that he has a conflict of interest with this item, he is doing the surveying on this land for Jones and DeMille. Bret expressed that he doesn't know how quickly things will be developed on the land and if there will be a change in players on the city level as well as with UNHS. Regan asked if the rough draft sketch that UNHS provided is relevant or not. Bret explained that the sketch is not set in stone, but it shows that they want to do both commercial and residential in the annexation area. Bret stated that there could be Blanding city people who will come in and want to eliminate the ability to build residential in a commercial zone. Regan asked if it would grandfather their right to have both uses if that were to happen. Bret stated that yes, it should. There was a discussion about the existing commercial zones and the surrounding houses in the area. There was a question if the current residents know about this proposal. Kellen stated that there was a public hearing for this on Tuesday and the city council talked about it. Everyone felt pretty positive towards it. Joe Hurst was in attendance and asked about the access from the south and he wondered if the existing road meets city code. Tyler stated that he believes there is a 60 foot easement on the north side and the south side of the property. To have access from the north, there would have to be permission from Paul Macdonald as he owns the gravel road on the north side. The planning commission is in support of this proposal.
Bret stated that the state of Utah has passed a law that states the planning commission members have to have some training. He stated that the city council has the right to appoint certain boards with land use authority. Bret said that currently the city council is the land use authority for major subdivisions and the state has passed a law that states that responsibility will go to the planning commission and city staff. Bret explained the major and minor subdivision process and the requirements. He talked about getting training on how to work with people when hard decisions have to be made and people in the community aren't happy about it and how to run a public meeting. There is some grant money to pay for some training. Bret said that he will find out some dates and let the commission know about it. Bret talked about the grant that was approved for downtown improvement and one thing that they want to improve is off street parking.
Bret stated that Preston Palmer has requested annexation of his property that he has on 300 west. Cassidy Lyman's in-laws have bought a lot there and they are favorable to annexation. Bret stated that Preston has plans to build some townhomes there. Regan asked if David and Susan wanted to annex their portion of land near there. He stated that they don't want to right now. He explained to them that it takes quite a process and price for this. He asked if anyone had questions about it. He asked for a motion to approve this for the city council, subject to getting the official request. Paul made a motion to make a positive recommendation to the city council for this annexation subject to getting the request and zoning it as an R2 zone. Regan seconded the motion. It was approved.
Bret stated that Billy Sullivan has bought several acres of land just north of center street and east of 600 west. It is contiguous to the land belonging to the city that was just annexed in. He has requested annexation and city utilities. He believes he's also requested natural gas. He wants it to be zoned R2. The city has a policy that states if you have land that is contiguous to city limits and you request access to city utilities, it will not be granted unless you annex. Billy Sullivan has plans to build some housing in conjunction with the college. Bret stated that the land that the university owns, about 129 acres, is zoned R2. Bret stated that Billy hasn't signed an annexation petition yet and he is talking with the neighbors around there and is looking to buy more land. There was a question if we were jumping the gun in the process when Billy hadn't made a formal petition yet. The commission agreed to table this issue until more information is available and more is done by Billy in the process.
Paul made a motion to adjourn. Regan seconded the motion. Meeting adjourned at 8:00pm.
