NOTICE AND AGENDA
Notice is hereby given that the Garland City Planning and Zoning Commission will hold a regular meeting at 7:00 pm on the 13th day of August 2024 at the Garland City Building. The agenda shall be as follows:
1. Call Meeting to Order
2. Public Hearing and Discussion - Review and possible action on the city-initiated rezoning of approximately 3.61 acres located in the vicinity of 1000 East and 1400 South (Parcel Nos. 06-67-0162 through 06-67-0169 and 06-067-0171) from the Public Facilities Zone (PFZ) to the R-1 Residential Zoning district.
3. Public Hearing and Discussion - Review and possible action on the adoption of revisions to Title 9 of the Garland City Code, specifically Chapter 7D and Chapter 7E regarding the reinstatement of the R-4 Zoning District and the renumbering of the RM-12 Zoning District.
4. Public Hearing and Discussion -
A) Review and possible action on the adoption of revisions to Chapter 16 of the Garland City Code regarding Conditional Use and Site Plan review requirements and procedures.
B) Discussion on a new Chapter 19 of the Garland City Code regarding Design Review Guidelines.
5. Public Hearing and Discussion and possible action on SB 174, pending revisions to the Subdivision Ordinance and the Policy Considerations of the changes.
6. Discussion on General Plan Update, Garland Wheat and Beet Days public engagement efforts, and current survey.
7. Review of and acceptance of the GOEO Rural Opportunities Grant Annual Report for 2024.
8. Public Hearing and Discussion on other pending and proposed revisions to the Garland City Code:
A) Establishment of a sidewalk bond on all building permits
B) Establishment of a no-road cut policy on newly improved City streets
C) Noise ordinance on use of 'jake brakes' within city limits
D) Revisions to water services outside city limits
