July 19, 2024 DIVISION OF WATER QUALITY UTAH DEPARTMENT OF ENVIRONMENTAL QUALITY PUBLIC NOTICE TO RENEW OR A UPDES PRETREATMENT PERMIT PURPOSE OF PUBLIC NOTICE THE PURPOSE OF THIS PUBLIC NOTICE IS TO DECLARE THE INTENTION OF THE STATE OF UTAH TO REISSUE A UTAH POLLUTANT DISCHARGE ELIMINATION SYSTEM (UPDES) PRETREATMENT PERMIT UNDER AUTHORITY OF THE UTAH WATER POLLUTION CONTROL ACT, SECTION 19-5-104(9) AND 107(2), UTAH CODE ANNOTATED 1953, AS AMENDED. SAID 'PERMIT' REFERS TO THE UPDES PERMIT AND THE FACT SHEET STATEMENT OF BASIS. PERMIT INFORMATION PERMITTEE NAME: Pitman Family Farms, Inc FACILITY NAME: Pitman Family Farms, Inc. Poultry Processing Plant TELEPHONE NUMBER: (435) 436-8211 FACILITY LOCATION: 350 South 300 West Moroni, Utah 84646 UPDES PERMIT NO.: UTP000059 PERMITTED OUTFALLS: 001 RECEIVING WATER: Moroni Publicly Owned Treatment Works BACKGROUND Pitman Family Farms, Inc. (Pitman) is a turkey slaughter and processing plant. Pitman has been classified as a significant industrial user due to the facility discharging over 25,000 gallons per day and pollutants of concern into the Moroni Publicly Owned Treatment Works. The process wastewater is from the following processes for processing the turkeys: cutting, bagging, cleaning and rendering. The wastewater is treated utilizing a dissolved air flotation system and a single-cell lagoon. Outfall 001 is located south of the northeast corner of the lagoon system. PUBLIC COMMENTS During the public comment period provided under Utah Administrative Code (UAC) R317-8-6.5, any interested person may submit written comments on the draft permit and may request a public hearing if no hearing has already been scheduled. A request for a public hearing shall be in writing and shall state the nature of the issues proposed to be raised in the hearing. All comments will be considered in making the final decision and shall be answered as provided in UAC R317-8-6.12. Public comments are invited any time before the deadline of the close of business on August 26, 2024. Written public comments can be submitted to Jennifer Robinson, UPDES Surface Water Section, Utah Division of Water Quality, PO Box 144870, Salt Lake City, Utah 84114-4870 or by email at jenrobinson@utah.gov. Copies of these documents are available for public review by contacting the Division of Water Quality. A copy may be obtained by contacting Jennifer Robinson at jenrobinson@utah.gov or 385-501-9585. The permit is available for public review under 'Public Participation' at www.waterquality.utah.gov/. If internet access is unavailable, a copy may be obtained by calling Jennifer Robinson at 385-501-9585. After considering public comments, the Director may execute the permit issuance, revise it or abandon it. The Director will not publish a notice of decision provided the permit is signed without any changes and no comments are received during the public comment period. DWQ-2024-005107
