ADVISORY BOARD MEETING MINUTES Arts & Culture Advisory Board Meeting Thursday, July 18,2024 11:30 am Capitol Theatre, Capitol Room or Cisco WebEx Meeting Board Members: Bing Fang, Essie Soul (Chair), Megan West, Ryan Riches (Vice Chair), Erik Christiansen, Maria Chumbita-Garcia, Natosha Washington, Don Tingey, Cody Goetz, Amanda Mulia, Jorge Rodriguez, Dustin Lewis, Jesus Jimenez-Vivanco Attendees: Cody Goetz, Don Tingey, Ryan Riches, Dustin Lewis, Bing Fang, Amanda Mulia, Erik Christiansen, Maria Chumbita-Garcia, Jorge Rodriguez, Jesus Jimenez-Vivanco, Essie Soul Staff Members and Guests: Matt Castillo, Jacquelynn Jones, Melinda Cavallaro, Britney Helmers, Jeff Gwilliam, Robin Chalhoub, Isaac Higham, 1. Welcome - Ms. Soul welcomed everyone; the meeting was called to order at 11:33am. 2. Review of Public Comments - No public comments. 3. Action Item: Approve of April 25, 2024, May 23, 2024, June 6, 2024, and June 27,2024, meeting minutes. Ms. Soul moved the request to approve the minutes. Mr. Riches moved to second. Unanimously approved 4. Resident Review Discussion and Recommendations. Mr. Fang, chair of the resident review committee, gave a summary of their findings, no major concerns just a few minor concerns. During their discussion the committee had some questions about the County providing metrics/standards for the residents to assist them with this review process. Mr. Castillo explained the only requirements where the residents promote most of their events from the venue and maintain ZAP standing which requires ZAP review/approval of financials. Mr. Castillo advised that there are currently no organizations on a waiting list to become a resident. Ms. Cavallaro explained how the application process works for an organization to become a resident. A discussion ensued about the need to develop metrics for the Board to follow for renewing the residents that would assist both the resident goals and Art & Culture goals. It was agreed that this topic will be looked at by Arts & Culture staff and will be brought to the Board again in a future meeting. Ms. Soul moved the request to approve the Resident Review Committee Recommendations on Renewal of Residential Agreements for Final Recommendation to County Mayor. Mr. Riches moved to second. Unanimously approved 5. 2025 Capital Project Proposals and 5-year Capital Project Plan- Matt Castillo, Jeff Gwilliam Mr. Gwilliam presented the Board with the 2025 Capital Project Proposals. A detailed list will be emailed to the Board after this meeting, it will contain the project ID name and give a descriptive justification. Example: Project name: SW-Valley PAC Program Development. Justification: This fund will advance the Southwest Valley Arts Center to the construction phase. Previous funding was used to engage an architectural firm and specialist consultants to create a feasibility and programming study, document full schematic needs, complete design and create construction documents. A slide showing the 5-year Capital Project Plan was presented to the Board. Mr. Gwilliam went over each project on the list and explained the need/reason for the project in detail. The list provided the project name, location, potential funding source, and amount. The listed include but not limited to dance floor replacement, audio equipment, theatrical lighting upgrades and replacement, countertop and sink replacements, roof, etc. Mr. Castillo explained there are two separate sources of funds which are used to pay for these projects: TRCC the revenue comes from the sales tax, and the preservation fund the revenue comes from the ticket sales. A small fee is attached to the price of the ticket, this fee is transferred to the preservation. A discussion and question-and-answer period ensued. Ms. Soul moved the request to approve of 2025 Preservation Fee - Funded Capital Project Proposal for Recommendation to County Mayor. Mr. Riches moved to second. Unanimously approved 6. The Blocks Arts District - Cultural Core Implementation Plan Presentation Ms. Helmers presented a slide show. It introduced the Blocks program. The program is a joint venture between the City and the County to establish an arts culture program in downtown Salt Lake City, in the area between North Temple, 400 South, 400 west to the Freeway. The goal is to bring new audiences into the downtown area, creating a neighborhood for the arts. She showed the Board their Social Media Campaign, and a list of current and upcoming events. A question-and-answer period ensued. 7. Southwest Valley Arts Center Discovery and Concept updates Mr. Castillo gave the Board a brief update on the Sports, Entertainment, Culture & Convention District and Southwest Valley Arts Center. Mr. Castillo advised the Board of the articles that were recently published in the news. One article was on the early evaluation process of Abravanel Hall, how they once explored the idea of relocating the Hall to Main Street. This was not feasible, and it was determined to abandon this idea. The other article was on the possibility of rebuilding UMOCA, which is being considered but nothing defiant has been decided. Discussions are still ongoing. The Southwest Valley Arts Center is proceeding forward, we will be closing out the programming phase and move to full design and construction phase. 8. Art Event Discussion Mr. Lewis and Mr. Tingey mentioned events in South Jordan. 9. Adjourn- Ms. Soul adjourned meeting at 1:05pm Mission Support arts and culture in Salt Lake County with premiere Spaces, Places, and Services. Values 1. Foster arts and culture county-wide 2.
