CALL TO ORDER: 1. Call to Order - Mayor Justin Sip 2. Pledge of Allegiance - Councilman Chaves 3. Statements of Belief/Opening Prayer - Councilman Williams B. APPROVAL OF AGENDA: 1. Approval of Agenda Order 2. Disclosures and Declarations of Conflicts from Council Members and Mayor. C. CONSENT AGENDA: 1. Review and possible approval of meeting minutes from July 3, 2024, City Council Meeting. 2. Review and possible approval of City Expenditures from June 2024. D. PUBLIC FORUM: Limit three (3) minutes per person; please address the microphone and state full name and address. Please note there will be no response by any city official during this time. For specific questions, please contact staff directly. E. PRESENTATION: 1. WCWCD Representative Karry Rathje - Excess Water Use Surcharge Fees F. BUSINESS: 1. Discussion and possible action to appoint Darrin LeFevre as interim City Manager effective July 31, 2024. 2. Discussion and possible action on Resolution 2024.XX - WCWCD Board of Trustees Authorizing an increase in the Excess Water Use Surcharge for existing connections. 3. Discussion and possible action on Resolution 2024.XX - WCWCD Board of Trustees Authorizing an increase in the Excess Water Use Surcharge for new connections made on or after January 1, 2023. 4. Discussion and possible action on Resolution 2024.XX - Uniform Fee Schedule implementing the WCWCD excess water use surcharge increases. 5. Discussion and possible action on Ordinance 2024.XX - Amending and restating Toquerville City Code 5-1-4: Care and Keeping of Animals and Livestock to establish standards for the keeping of chickens. 6. Discussion and possible action Ordinance 2024.XX - Amending and restating Toquerville City Code 10-10A: R-1 Single-Family Residential District to create an allowed use table and modify permitted and conditional uses. G. CALENDAR OF EVENTS: 1. 24th of July Celebration - Wednesday, July 24th, 2024. H. CLOSED SESSION: (if needed) I.
