6. Report of Officers
a. - Roads & Landfill
*Proposed Landfill rate increase- In response to the survey that was put out, only 13 were filled out. The main consensus was that the public would be willing to an increase in the landfill rate, would like to have the landfill permit renewed, and construction debris should be an additional charge. Councilman Dallin will put a notice in the post office outlining a rate increase, how much of an increase ($4.00) and the necessity for the increase. The notice will also let the public know how much of the current garbage fee on their utility bill goes to the county each month. The notice will be posted for 30 days. At present we pay the state $600.00 a year to have a landfill, with the renewal due this month for another 10 years.
Tamara Dallin Motioned to renew the permit for the landfil for another 10 years Phil Whatcott seconded. Roll was called, LaRee Stephenson- yes, Tamara Dallin-yes, David Wood - yes, Phil Whatcott- yes, Mayor Fox-yes Voting was unanimous.
Mayor Fox checked into the appropriate uses for the B&C Road funds the town receives. The funds need to be used on roads. They can be used for a building or yard that houses road equipment. A yard can be designed with a paved lot or road going to those buildings. A road consists of a public access or throughfare. The last time the town did an assessment of the roads (paved, dirt, gravel) in town was January of 1988. We need to get the information updated.
Council has decided to wait on paving the parking area at the town hall.
b. Parks, Recreation and CERT
*Park Restrooms update- Councilman Stephenson has been checking them occasionally and Rod has said there haven't been any issues thus far.
*Kim Rowell with Millard County did defibrillator training with the fire department and public at the June 11 fire department meeting. The defibrillator fits in the existing cupboard and the batteries have a life of five years. The fire department would like to have a CPR training class for town residents in the near future.
* The town will use some of the tourism money from the county to provide a donation to the local church for the 24th of July celebration.
*There is becoming an issue with birds laying their nests at the top underneath the playground shade covering. The town needs to look into preventative measures before the birds become a nuisance.
C..David Wood - Electric
*At the APPA conference UAMPS found out that pacific Corp has imposed a 45% transmission rate increase. UAMPS is still unaware of how this will affect power costs, and there may be some litigation involved.
APPA recommends that all municipalities get a solar charging policy in place. Holden town needs to get one in place, as well as the net metering and AMI policy.
*Hunter power plant is still stocking coal. Pacific corp. is getting contracts in coal, however UAMPS is not sure how much of the coal they are using locally.
*Our potion of the CFPP project has been paid off. There may be a little left to pay but that is uncertain at this time.
*Solar and wind power generated extra power, so they went in the negatives.
*UAMPS -the town of Holden does not draw any power from IPA. Most all of their power goes to California, and it is sold at a higher price. Our power is sourced from less expensive companies.
*USF is finishing up the rate study for the town, they have yet to submit their bill.
